Europe is now convinced that the cipher message received by this country from Mr. Conger j was genuine and that the minis ters, with the exception of Von Ketteler, are alive and well. It was a bitter pill for the powers to have to admit that they had been outdone by a Yankee in diplomacy, and even the wel come tidings of the safety of the legations did not coat it suffi ciently to make it palatable. The European press sneered thaij America was being gulled by tne wiley Chinese, and Germany pro tested that Washington jarred in the concert of the powers. England and Japan have been the most temperate of the allies, but had it not been for the cool ness of America there is little doubt that ere this war would have been declared upon China. The statesmanship of McKinley and Hay, however, has averted this unnecessary alternative, without in the least delaying or aba tine the activity ot the powers in reaching Pekin. Sec retarv Hay has proven himself the greatest living diplomat. In reply to China's request for mediation, President McKinley laid the way for a proposition the adoption of which the powers are considering. China makes the claim that the boxers and not the government at Pekin are re sponsible for what has happened at the capital. The powers now propose to take China at her word and join forces with her in crushing out the insurrection This is the same kind of diplo inacy which forced Minister Wu to place Secretary Hay in com municatinn with Minister Con get, and it will test the truth o China's assertion that the boxers and not the government is re sponsible. Perhaps the most significant immediate sequel to to the Kan sas City convention is the revolt against Bryanism in the south This may not mean much so tar as the electoral votes of most of the southern states is concerned Its general and indirect influence promises to be ot great mipor tance in the campaign. A move ment like the protest of the sound money democrats of the east in 1806 is now on below Mason and Dixon's line. It is now believed by the powers that the legationers at Pe kin are being held as hostages, and that an advance by the allies will mean extermination of all foreigners in the Chinese capital Let the powers give the empress dowager, the emperor and Li Huner Chanar to understand that they will be held personally ac countable for the safety of the ministers, and there will be no massacre at Pekin. The powers are beginning to Tealize that the shirt-sleeve di plomacy ot America has won a victory where their more com plicated and devious methods have failed. France, Japan and Great Britain are adopting the style of President McKinley's dealing, leaving to Germany and Russia the more stubborn and vigorous course which has in view but vengeance and spoils tirover Cleveland was pos sessed in i marked degree of the three cardinal virtues claimed for Bryan by his admirers, "res olution, enormous will power, and a supreme courage of con victions." And yet, the worst insult you can oner the average Bryanite is to accuse him of hav ing voted for Cleveland. It there is any the war in the 'aggression' in it Philippine, must be on the part of the Fil ipinos. For "aggression" is "the hrst act or step leading to a quarrel or fierht; attack before the other party to a quarrel has made any assault," and the Fil lipinos certainly come under this indictment. In the early days of the repub lic to be secretary of state was to be heir apparent to the presiden cy. Secretary Hay will be elig ible four years hence. If China wants to know any thing about allied forces the re publicans of this county can give her some valuable pointers. Dog Lost.
