is not only a leading demo
crat of his state, but is the mem
ber on the river and harbor com
mittee whose rank is first among
the democratic members on that
committee, and when the river
and harbor bill is being consider
ed by the house he is the demo
cratic leader. The following is a
true copy of his two letters about
the conduct of ThosK. Tongue
for the improvement of Yaquina
bay:

My Dear Mr. Tongue:
I beg to acknowledge your
favor of the 28th ult. enclosing
an extract from an editorial in

and asking me to state
what I know ot your ertorts m
behalf of the Yaquina bay pro
ject. There is no warrant whatever
for the attack upon you by the
Times. As a member of the
committee on rivers and harbors,
I personally know that you made
every effort that any man could
possibly have made to secure the
improvement ot Yaquina bay in
accordance with the provision
which had been made therefor
before you were elected to con
gress. Your efforts were not
only exceedingly earnest, but
persistent and intelligent. In
deed you were very near being
successful notwithstanding the
fact that the committee on riv
ers and harbors were practically
against the project, and notwith
standing the fact that it was
condemned by the engineer corps.
I know and take great pleasure
in saying, that no man could
have labored more earnestly and
zealously and intelligently than
you did in behalf of this project.
I will go further and say that
few men could have presented
the case with as great strength.
If I can say anything further in
your defense against this attack,
I will be more than willing to do
so, for it is exceedingly unjust
and unwarranted.

rank of the democratic members
on the committee on appropria
tions, and when the bill on ap
propriations is before the house
for consideration Mr. Dockery is
the leader of the house on the
democratic side. Mr. Dockery
led the contest against Yaquina
bay when Mr. Tongue endeavor
ed to secure an appropriation
therefor, as an amendment to the
appropriation bill. The follow

Replying to your favor of the
2Sth ultimo will say that I am
quite familiar with the history of
the legislation enacted and of the
appropriations made for the im
provement of Yaquina bay in
your state.
I have repeatedly antagonized
appropriations for this work be
cause in my judgment, it is un
worthy of improvement by the
federal government. It seemed
to me a further expenditure of
money upon that bay would be
but a waste of public money
In pressing this view upon the
house, I have as you know, an
tagonized your views, not in any
personal sense, but from a con
viction of duty. It having been
charged that you have betrayed
the interests of the scheme for
the improvement oi Yaquina
bay, I may say that to my per
sonal knowledge you have at all
times been active and zealous in
the effort to secure the continu
ance of this work. I am a dem
ocrat and of course desire the

cannot refrain from stating the
truth in respect to your attitude
towards this improvement. It is
not true that you have at any
time betrayed the interests of
the Yaquina bay improvement.
I opposed the appropriation (suc
cessfully) because I thought it
was a waste of the peoples
money. You have at all times
been just as earnest in endeavor
ing to press the other view upon
congress.

Sew Train Service.
The double train service to be estab
lished between Portland and Chicago
April 22nd, in which the O. B. & N
the Union Pacitic and the Oregon Short
Line are interested, will shorten the
through time 11 hours. Train No. 2
leaving Portland at 9:15 a. m., begin
ning on the date named,' will be known
as the Chicago-Portland special. Its
equipment will be new, making it fully
the equal of any train now in service
from the Pacific: Coast to ehe East. It
will consist of a mail-car, a baggage-car,
a library-composite car, a first-class pull
man sleeper, a dining-car, two chair
cars, and a tourist sleeper. There will
be but one change of cars to all eastern
points. The full time will be three days
through to Chicago, or four days and two
Hours to New York.
The second train, known as No. 6,
will leave Portland at 0:20 p. m., con
necting at East Portland, with the
Southern Pacific's overland train from
San Francisco, and will carry through
equipment to Chicago via the Union Pa
citic and the Chicago & Northeastern,
and also the equipment for the Washing
ton division of the O. K. & N., in con
nection with the Great Northern for St.
Paul. This train will reach Spokane at
10 a. m. Dining-car will be furnished for
breakfast into Spokane, and for dinner
on a corresponding train leaving Spokane
at 3 :45 p, m. The new schedule as ar
ranged, will supply the most complete
service ever furnished on the O. E. A N. ,
as it provides increased service in East
ern Oregon, where it is greatly needed,
and gives immediate confection with the
Washington division at Pendleton. At
this point there is a large interchange of
traffic, on account of the various mining
districts of Baber county, the Coeur d'
Alene, the Bepublic and Kootenai min
ing camps ; Portland is greatly benefitt
ed by this change, in as much as in
creased service is given - from Eastern
Oregon and Idaho.
No. 2 wili arrive in Chicago at 9:30 a.
m. ; No. G at 7:45 a. m., as at present.
The westbound train out of Chicago,
corresponding with No. 2, is No. 1. This
will arrive in Portland at 4:00 p. m. The
train corresponding with the eastbound
No. G is No. 3, out of Chicago. This will
reach Portland at 7:30 a. m. Westbound
train No. 1 will leave Chicago at 0:30 p.
m. and Omaha at 8:20 a. m. the follow
ing day. The time will be reduced two
hours and 45 minutes. No. 3 westbound
train will leave Chicago at 10:30 p. in.,
and Omaha at 4:25, the next day.
The service on the Union Pacific on all
these trains include Buffet-Sinokine-Li-
brary cars, and dining cars, No. 0 will
carry a daily ordinary sieeper to Kansas
City, with change en route to ordinary to
Chicago.

Notice is hereby given that on Mon
day, the 21st day of May, 1900, at the
council chambers in the city hall, Cor
vallis, Oregon, an election will be held
for city officers as follows, to-wit:
One police judge, one chief of police,
one treasurer, one councilman, first
ward; one councilman, second ward;
one councilman, third ward.
Notice is also hereby eiven that an elec
tion will he held at the same time and
place by the legal voters of Corvallis, Ore
gon, upon the question of issuing and sell
ing boniis of the city of Corvallis in a sum
not exceediug $10,000.00 for the purpose
of paying some of the outstanding war
rants against the general fund of said
city. Those favoring the proposition of
bonding the city as aforesaid will vote
"For bonds;" those voting agaiust such
proposition will vote "Against bonds."
Which election for election of officers
and voting on said bond proposition
will be held at 9 o'clock in the morning
and will continue until 6 o'clock in the
afiernooon of said day without closing
the polls, and Caleb Davis, Win. Crees
and John H. Simpson will be the judges
and J. H. Gibson and E. R. Bryson will
be the clerks of such election.
The part of this notice relating to such
general election is published by order of
the city council, and the part pertaining
to the issuing and selling of bonJs is
published under and by virtue of
an ordinance of said city- coun
cil; both, said order and ordi
nance, being passed by said citv council
on the 9th day of April, 1900, directing
me, as police judge, to give notice of said
general election and of said proposition
to issue and sell bonds as aforesaid in
the Corvallis Tiine3 and the Union
Gazette, two newspapers of Benton
