FROM THE RECORDS.
Congressman Thos. H. Tongue
has been one of the most active,
energetic and faithful workers in
congress which our state has ever
had. His efforts during his term
there are matters of public record,
standing out prominently on the
records of congress, and no one
need be mistaken or mislead
the public about them. He has
expended as much effort and in
dustry in the endeavor to do
something good for Yaquina har
bor as any member which Ore
gon has hitherto sent to congress.
It is true Mr. Tongue appeared
ihl congress alter a considerable
number of prominent and influ
ential capitalists in eastern cities
had become indignant over the
losses they had sustained by the
failure of the Oregon Pacific
Railroad which led them and
their friends to oppose the im
provement of Yaquina bay. The
records show that after the fail
ure in 1895, Capt. Simons of the
government engineers, reported
stating that "a further extension
of the jetties at Yaquina would be
a useless expenditure of money
and would not deepen the har
bor." Although Senators Mitch
ell and Dolph and Mr. Hermann
including Mr. McBride, were in
congress for nearly two years
afterwards, and who were all
ready and willing to do all they
could for Yaquina bay, yet after
Capt. Symon's adverse report
these gentlemen, with all their
energetic work, were not able to
procure any further money ap
propriated or expended upon Ya
quina bay. It is true that the
river and harbor committee act of
1896, by a majority of only one
vote of the committee, authorized
the secretary of war to let a con
tract for the extension of the jet
ties, but the enforcement was left
to the discretion of the secretary
of war. After the bill passed
members of that committee, in
cluding some who had supported
the bill, who became convinced
that it should not pass, went be
fore the committee on commerce
in the senate and endeavored to
secure au amendment striking
out the provision for Yaquina
harbor. This was prevented
only by the energetic and faith
ful work of Senators Mitchell
and McBride. The engineering
department at all times made a
bitter and strong opposition to
that improvement. While that
authority was given as stated in
1896, Messrs. Hermann and
Mitchell remained in congress
until March 4, 1897, besides Ore
gon had two other members in
congress, everyone a worker,
ready and willing to do every
thing possible for Yaquina bay,
and yet these gentlemen during
that time were unable to induce
the secretary of war to approve
the contract, or to take a single
step toward carrying it out.
They were not able to overcome
the opposition stated to this im
provement. After Mr. Tongue
took his seat in coHgress, thugh
a new member, without experi
ence and not on the committee
of rivers and harbors, by
persistent effort he succeeded in
doing what the others had not
been able to do. He prevailed
upon the secretary of war to ap
prove the contract and direct
that it be let, which was done in
the spring of 1898. Authority
was then sent out early to Capt.
Fisk. It lay in his office for
weeks, and no steps were taken
to advertise it. Mr. Tongue
again went before the secretary
of war, who issued positive or
ders directing Capt. Fisk to ad
vertise the contract at once and
without further delay. L After
the advertisement' and consider
able unnecessary delay, the con
tract was awarded to a Chicago
firm for a trifle over half of the
previously estimated cost. When
this firm scut its papers to Capt.
Fisk they were delayed and re-
turned upon the most trivial j
: grounds, and for the omission of
the most trivial words. They ,
laid iu his office some weeks.
What the force was behind
this to cause all these continued
delays and opposition, is difficult
to explain. But this force was
powerful to be maifested in so
many ways, and appearing un
der all conditions. Such oppo
sition could not come from one
organized effort, but must have
been from many.
After the engineering depart
ment could not reasonably delay
longer, then the river and har
bor committee requested further
delay to be given until it could
consider a repeal. Mr. Tongue
sought several inverviews with
the secretary of war and also
chief of engineers, but was un
able to get them to disregard the
request of the committee on
rivers and harbors. Finally, the
river and harbor bill was brought
in containing a provision for the
total repeal of that part favoring
further improvement of Yaquina
harbor, which passed the house
after repeated efforts of Mr.
Tongue to get it amended.
There was not a single amend
ment made to the bill on the floor
of the house without the consent
of the committee. The bill was
supported by a very large num
ber of strong delegations who
had interests provided for in the
bill that it was impossible for
those left out to obtain amend
ments. The bill was sent to the
senate and through the persist
ent efforts of Senator McBride
this provision was stricken out.
When it came back to the house,
the house relused to concur in
that and a number of other
amendments. The conferees on
the part of the house refused to
yield or acceed to the decision of
the senate. The house was in
session all uieht and the senate
also, on the morning when con
gress must adjourn on the 4th of
March. Such was the long con
tinued fight that Mr. Tongm
urged to preserve the improve
ment to Yaquina bay. The con
ferees of the senate finally agreed
to a compromise. The repealing
clause was stricken out, a pro
vision was made instead lor a
new commission to examine and
report upon the improvement.
The contract was thus delayed.

council chambers in the city hall, Cor
vallis, Oregon, an election will be held
for city oflicers as follows, to-wit :
