THE SHEEP INDUSTRY.
The Oregon Agriculturist, an
unquestionable authority on mat
ters of this kind, has this to say
of the sheep industry in Oregon:
"The farmers of Oregon, will
this year obtain not less than
$5,000,000 from the sale of wool
and sheep. The-slfeep industry
of the state is now almost as
much of a factor as. wheat in
supporting the people of Ore
gon. If wheat should continue
low in price and sheep and
wool remain hisrh, it will not
be very long until the sales of
sheep and wool will bring more
money into the state than the
sales of wheat"

under the benificent influence of
the McKinley tariff it has been
so fostered and encouraged that
it has completely revived from
the staggering blow dealt it by
democratic legislation. A gov
ernment may not have power to
control the elements or possess a
man of talents he was not born
with, but it can so-protect and
encourage an enterprise that men
with talent to succeed may do so
under iavorable conditions. It
cannot guarantee a bountiful
harvest of wheat "nor control the
productiou of this article abroad,
nor can it insure an increase in
a flock of sheep nor stay the
tries, but it can reserve the home
market for the home producer,
and give him the benefit of the
high prices made by a strong
demand.
THE PRINCIPLE OF THE THING.
The Pharisee followed strictly
rules and regulations. He ex
cused no deviation from law. No
corn must be plucked on the Sab
bath though the unfortunate ones
starved. Humanity must stand
aside for "principle."
The republican party demands
the freest possible commercial
intercourse between the several
parts of our country. That is a
principle of the party. But
when distressed Porto Rico
needed relief; when the devasta
tions of war and raging elements
paralyzed her industries and im
poverished her people; when
money for the equipments of a
better civilization was demand
ed, the republican party sus
pended its creed and went to the
rescue with the best means at
hand. He who condemns the
republican party for providing
Porto Rico with an immediate
and gentle means for relief in a
temporary tantt, lauds the Phar
isee and condemns the
Samaritan.

Let us, as theoretic statesmen,
loudly denounce the Porto Rican
tariff if we will, but as consider
ate men may Ave not defend and
uphold a party that can discard
doctrine to relieve suffering.
The critics of the administra
tion do not see the difference be
tween the duty levied upon tea
and other articles by England,
which was designed should be
paid by her American colonies
the tax so collected to be used
for the support of the home gov
ernment and not for the colonies
in any particular and the tax
now levied by the recent bill
passed by congress, known as
the "Porto Rico Bill," which
levies only 15 per cent of the
tariff paid on goods shipped into

this country from foreign coun
tries, said 15 per cent levied upon
certain merchandise shipped from
the United States to Porto Rico
and from Porto " Rico to the
United States, and the tax when
collected to be turned over to the
local treasury of Porto Rico to be
expended solely for the support
of the government of Porto Rico.
Much of this tax will not be paid ,
by the people of Porto Rico, but
on all goods shipped into the
United States will be paid by
our people at home, and when so
paid it is to be sent to Porto
Rico for the benefit of the people
there. Hence it will be seen
what little shadow of excuse
these critics have had to spend
so much thunder upon. They
assume that everything done by
the party in power is wrong, but
suggest no remedy.
Aguinaldo's conception of how
a free government should be con
ducted prompted him to cause
General Luna, one of his insur
gent chiefs, to be assassinated be
cause Luna was so popular and
strong that Aguinaldo feared that
by his popularity he might in
terfere with Aguinaldo's plans.
This is the Filipino whom United
States Senator Hoar characterizes
as trying to establish a govern
ment in the Philippines as did
George Washington in the United
States.
MeKinley's syndicates are now
trying to involve the Uuited
States in war with Turkey.
Oregon State Journal. No one
is trying to involve lhe United
States in war with Turkey, but
demo-popo demagogues are en
deavoring to force the United
States into war with Great Brit
ain. Eulogies upon H. R. Kincaid
and other perversions of fact
seem to be the stock in trade of
the Oregon State Journal.
Jiew Tram Service.
The double train service to be estab
lished between Portland and Chicago
April 22nd, iu which the O. R. -& N.,
the Union Pacilic and the Oregon. Short
Line are interested, will shorten the
through time 11 hours. Train Iso. 2
leaving Portland at 9 :15 a. m., begin
ning on the date named, will be known
as the Chicago-Portland special. Its
equipment will be new, making it fully
the equal of any train now in service
from the Pacific Coast to ehe East. It
will consist of a mail-car, a baggage-car,
a library-composite car, a first-class pull
man sleeper, a dining-car, two chair-
cars, and a tourist sleeDer. There will
be but one change of cars to all eastern
points. The full time will be three days
through to Chicago, or four days and two
Hours to JNew iorK.
The second train, known as No. 6,
will leave Portland at 0:20 p. m., con
necting at East Portland, with the
Southern Pacifie's overland train from
San Francisco, and will carry through
equipment to Chicago via the Union Pa
cific and the Chicago & Northeastern,
and also the equipment for the AVasl.ing-
ton division of the U. II. & Is., in con
nection with the Great Northern for St
Paul. This train will reach Spokane at
10 a. m. Dining-car will be furnished for
breakfast into Spokane, and for dinner
on a corresponding train leaving Spokane
at 3 :4o p, m. J he new schedule as ar
ranged, will supply the most complete
service ever furnished on the U. K. & jN
as it provides increased service in East
ern Oregon, where it is greatly needed,
and gives immediate contection with the
AVashington division at Pendleton. At
this point there i3 a large interchange ot
trarhe, on account 01 the various mining
districts of liaher county, the Coeur d
Alene, the Republic and Kootenai min
ing camps; Portland is greatly benefitt
ed bv tins change, in as much as in
creased service is given from Eastern
Oregon and Idaho.
No. 2 wili arrive in Chicago at 9:30 a.
m. ; 'o. 0 at 7 :45 a. m., as at present.
The westbound train out of Chicago,
corresponding with IS'o. 2, is No. 1. This
will arrive in Portland at 4:00 p. m. The
train corresponding with the eastbound
No. G is No. 3, out of Chicago. This wi
reach Portland at 7:30 a. m. AVestbound
train No. 1 will leave Chicago at 6:30 p.
m. and Omaha at 8:20 a. in. the follow
ing day. lhe time will be reduced two
hours and 43 minutes. No. 3 westbound
! train will leave Chicago at 10:30 p. m
and Umaha at 4:2o, the next dav.
The service on the Union Pacific on all
these trains include Bufiet-Smoking-Li-
briry cars, and dining cars, No. 0 will
carry a daily ordinary sieeper to Kansas
City, with change en route to ordinary to
Chicago.

Notice to Bicycle Owners.
At the April term of the county court
said court made the following order:
"It is ordered that the Sheriff of Ben
ton County, Oregon, be and he is hereby
instructed to carry out the previsions of
the law, and that from and after May 1st,
1900, the absence of the proper fag from
any bicycle (except those in the hands of
dealers for sale, and which have not been
soid, loaned, traded, or in any manner
previously disposed of), shall be consid
ered prima facie evidence that the tax
has not been paid ; and that said sheriff
seize, securely and safely hold ail such
bicycles until the levied tax and $1 ad
ditional has been paid as a fine for such
non -payment. "
I have no discretion in the matter, and
will, on and after said May 1st, 1900,
proceed to seize and hold all bicycles not
bearing the tag according to law.

Election Notice.
Notice is hereby given that on Mon
day, the 21st day of May, 1900, at the
council chambers in the city hall, Cor
vallis, Oregon, an election will be held
for city officers as follows, to-wit:
One police judge, one chief of police,
one treasurer, one councilman, ursc
ward; one councilman, second ward;
one councilman, third ward.
Notice is also hereby uiven that an elec
tion will be held at the same time and 1
place by the legal voters of Corvallis, Ore
gon, upon the question of issuing and sell
ing bonds of the city of Corvallis in a sum
not exceeding $10,000.00 for the purpose
of paying some of the outstanding war
rants against the general fund of paid
city. Those favoring the proposition of
bonding the city as aforesaid will vote
"For bonds ;" those voting against such
proposition will vote "Against bonds.''
Which election for election of officers
and voting on said bond proposition
will bo held at 9 o'clock in the morning
and will continue until 6 o'clock in the
afternooon of said day without closing
the polls, and Caleb Davis, AVm. Crees
and John H. Simpson will he the judges
and J. H. Gibson and E. R. Bryson will
be the clerks of such election.
The part of this notice relating fo such
general election is published by order of
the city council, and the part pertaining
to the issuing and selling of bonds is
published under and by virtue of
an ordinance of said city coun

by required to appear and answer the complaint
filed against vou in the above-entitled suit, on or
before the 33th day of April, 1900, following six
consecutive weeks publication of this summons; and
if you fail so to appear and answer said complaint, for
want thereof, the plaintiff will take a decree
against you as prayed for in the complaint, towit :
