THE TRUTH ABOUT YAQUINA.
In the associated press dispatches
published in the Oregonian of the
19lh is found the following news
and comment thereon:
"The construction of an immense
. drdock at League island, which is
near the city of Philadelphia, ought
to" give the people of Portland a
great deal of encouragement. There
, are a number of experts who say
that when this drydock is built
it will, be necessary to dredge a
channel at least 40 feet deep down
the Delaware river .to the ocean in
order that- the naval vessels to be
accommodated by the dock -can
reach it. If this is necessary for
Philadelphia, there is no reason
why the same sort of work should
not be done on the Columbia to
Portland, especially as navigation
extends far above Portland,, both
on the Columbia and the Willam
ette, while. Philadelphia is the head
of navigation on the Deleware.
The probabilities are that this deep
water" channel in the Delaware
will be provided for in the next
river and harbor bill,, and Oregon
will come in for her share for the
i dftsn water channel on the Colum
bia." - ;
This paper and the people of the
Willamette valley are proud of
Portland, the metropolis of the
Btate, and she should have all im
provements . which can be had
through congress to dredge the
riyer,; improve the. mouth of the
Columbia and the harbor. If the
improvement of the Delaware lead
ing to Philadelphia is suggestiye of
any thine to Portland, why may it
not also be a precedent by which
the improvement of other harbors
may be extended in. like manner?
Why should not this be considered
as a precedent by which it shall be
insisted that the improvement at
Yaquina bay, Oregon, shall be ex
tended? It was insisted by the
engineers who reported adversely
to continuing further improvement
on Yaquina bay harbor, that the
"traffic through that channel had
so decreased that there is no longer
necessity or demand to further im
prove Yaquina harbor." This is
simply and only part of the truth,
. and if one of the instances where a
"part truth is equal to a whole
falsehood." There is no paper in
this state, except this one, which
has ever told the whole truth in re
lation to this matter. Instead of
giving . the truth to the public it
has been suppressed.
The fact is that the Oregon Pa
cine railroad and the ocean steam'
ship line running in connection
therewith, up to about 1893, worked
up a very large trade going out and
in the Yaquina bay harbor. Freight
and passengers came through that
port going to and from Portland
and to all other parts of Oregon
Freight was shipped through the
Yaquina harbor to Portland and
points as far south as Kerbyville,
Ashland, Jacksonville and other
points. So much was this line of
traffic patronized that loaded
freight cars from one-half to a mile
in length remained on the railroad
track from two to three months at a
time before the capacity of the
steamship line would permit them
to carry the large' quantities of
freight away and clear the track
of loaded cars and warehouses of
delayed freight.
About the year 1893 the manage
ment of these enterprises became
so deeply involved that the court
appointed a receiver to conduct the
affairs of the company, and yet
under these embarassing conditions
the large volume of traffic con
tinued, until some time after the
present management bid in the road
at. sheriffs sale. Under this man
agement they ceased to supply
ships or permit other parties to
supply thm, to carry the traffic
out at Yaquica harbor. Ever since
that time the present management
has ceased to try to operate the
road to convey traffio by ocean
lines, but have used all their en
deavors to turn over to the South
ern Pacific lines all of the large
traffic which a few years ago was
tully and firmly established and
Bhipped to and out of Yaquina bay.
During these times whjat and oats
were worth almost as much in Cor
vallis as in Portland, making a
saving in freight rates to all Wil
lamette valley farmeis of from six
to eight cents per bushel on iheir
wheat.
The saying that the traffic
through Yaquina bay has decreased
is false when mentioned in so Bim
ple a way. This traffic has been
forced and drove away through all
energy and power which the South
ern Pacific could bring to bear
through the present management.
We ard now toli . that we' should
go "back to the cow." Yes, we
should go back to the wandering
Arabs on the plains of old. While
the-cow is a noble animal of which
man should feel proud, yet the peo
ple, the farmers of the Willamette
valley, du not like to he told this
when the necessity which requires
us to go back to the cow, the one
and only thing left to be " depended
upon, is made so by the greed and
grasping selfishness of an enterprise
which has dwarfed every commu
nity through whichjts lines pass,
furnishing no facilities for progress
or improvement.
THE UNANCE BILL.
The financial bill recently adopted
by the conference committee of the
United States senate and house of
representatives, is constructed along
lines showing a thorough knowl
edge of the currency and money
question. It shows the result after
mature deliberation and a knowl
edge of the necessities of the coun
try on that subject. The on'y
point in which the bill is deficient
is in not providing for a thorough
system by which the volume of
money can be increased and de
creased upon a definite system ac
cording to and in the interests of
the varying demands of trade and
commerce, uut tne people oi inis
country are. not yet educated up to
understand the necessities, benefits
and results of a system of this
kind. The country will therefore
have to wait until the people and
even tne lawmaicers are eaucaiea
on this point. -
The Baltimore plan suggested by
the ablest body of financiers in the
world, and recommended by Secre
tary Gage, has been discouraged
by some papers ably conducted in
other lines of thought and by a
great many other people not edu
cated on this point in finance.
But the system recommended by
Secretary Gage on this point is
the ablest line of thought upon thi3
line of currency needs. It was sug
gested by Secretary Gage because
of the fact that his life has been
spent along the lines of financial
questions and his expert knowledge
in fiuance enables him to grasp the
plan, seeing no danger in it, but on
the contrary great - benefits to
the wants and necessities of the
growing needs of the people of this
country. .
The bill as reported by the con
ference committee will be a great
benefit in promoting the prosperous
condition of this country, and the
country getting this can afford to
wait for the other which will surely
come when our people become edu
cated upon this further point in
finance.
The Union-Gazette has been le-
liably informed that Mr. J. H. Wil
son, of this city, will be a candi
date for the republican nomination
as representative to the legislature
from Benton county. When asked
about this, Mr. Wilson said that
it was correct, and that the reason
why he would be a candidate for
the nomination was that he wanted
to see the tax laws, either put in
shape, or started that way; to cut off
a large amount of-, unnecessary ex
penses, and to save the taxpayers
from some of the burdens which he
thinks can be removed by amend
ing the tax laws in some particulars
where they now create burdens
which are both unjust and unnec
essary. Mr. Wilson is thoroughly
acquainted with the tax laws and
systems of the state and very com
petent to do good service for the
people on the several subjects which
may come before the legislature
affecting the people.
Dr. McKechine, of Seattle, after
having examined into the filth and
disease-producing effect of diseases
carried into the homes and com
municated to the human family by
the filthy practice of trailing skirts,
called upon a New York bacter
iologist to test his own opinion in
the matter and received the follow
ing reply: "In the hem of a
woman's skirt which I have just
been examining, I found germs of
pneumonia, diptheria, typhoid fever,
scarlet fever, tuberculosis, any one
of which would be enough, if in
haled, to causa a person to be
afflicted with one of the deadly dis
eases mentioned."
Veterans Attention.
The executive committee of the Ben
ten County Veterans Association will
meet in Philomath on Saturday, March
3rd, at 10 a. m., to determine on a place
for the next meeting, which will occur
June 15 and 16. All veterans are request
ed to be present who can, and counsel
with the committee.
