AMEND THE LAW.
Much has been said through
the public print regarding the con
tinual Rnrenri nf Hmallnox throueh-

out the state. While our sister
town Albany was being troubled
with the disorder one of the offi
cials of the Corvallis & Eastern
railroad said that the disease had
been brought there by persons who
had become afflicted up along the
railroad where is generally termed
"the front," which is near the Cas
cade mountains. He added that
when one of those persons became
infected with the disease, they be
came immediately possessed of a
strong desire to go out to all " their
, neighbors and visit all of their
friends. His idea was that the
disease had spread throughout the
valley by the inexcusable careless
ness of those people running
around visiting their friends when
' they should have been underquaf
antine. This view seems to have
much force, because we learn that
a man who came down from "the
it began to spread. Again, we
learn that another cartv has
traveled to and from Kings valley
to Monroe and possibly started the
disease near the latter place.

book making it an offense for per-'
sons to communicate to others
or infectuous disease' by inocuk'

when he knows he has the disease
The next legislature should put this
question beyond doubt, and so
amend the law that adequate pun
ishment may be meted out to those
who", knowing that they have
malignant or infectuous diseaHes,
travel around giviDg it to their
neighbors. A person with the
.smallpox should not be so inter
ested in all his neighbors until after
he has taken ample time to cleanse
bis person and premises so the dis
ease will not be communicated to
others. ; The law on our statute
book provides a penalty of from one
to three years in the penitentiary,
and possibly the courts might hold
that persons traveling around com
municating the disease as stated,
' would come within the provision of
this law, but the law is not so clear
to the average reader,' and should
be made so definite that all can
understand it.
One of our exchanges says that
"It is asserted that brewers, in or
der to reduce the quantity oi
hops used in making beer, have re
eoi ted to the use of acids, which
are injurious to health, and this
tends to keep down the price of
hops by diminishing consumption."
The Oregon Hop Growers' Associa
tion has taken cognizance of this
fact and they will agitate the
passage of a bill by congress to pre
vent such adulteration. They have
called Congressman Tongue's at
tention to the matter, end his letter
in answer, says: "Thi3 matter had
been called to my attention before,
and it seems to me that it is proper
and right that the hop industry
should be protected in the pure
food bill. I certainly shall do
everything in my power to secure
Buch a result, and I think it ex
ceedingly important for the inter
ests of Western Oregon, as well as
to the interest and health of those
who drink beer. I am told that a
large amount of drugs are used in
the place of hops, and that those
drugs are exceedingly injurious to
health."
A law should be passed permit
ing those who desire, to build side
walks along the county roads under
proper restrictions. The law should
also provide for the protection of
of such walks from damage by
parties riding horses or driving
stock thereon, or otherwise, with
adequate and sufficient penalties to J

The Englishmen who are raying
they need better Generals in South
Africa more than they do additional
troops have sense on their side, says
the St Louis Globe-Democrat.
When Bonaparte said the British
were an "army of lions, led by jack
asses" he was not very far out of
the way. The rank and file of the
British army have always been as
intrepid fighters as were to be had
anywhere in the world, but the pro
portion of incapable officers among
them has not been exceeded even in
the Austrian army. Aside from
Peterborough. Mariboroueh and
Wellington, England has produced
no generals of the first class in the
past 200 years, unless an exception
be made in the case of Cernwa His.
The British victories in all this
time have usually been won solely
by the fierce fighting of the privates
and line officers.
A law passed by the last legisla
ture provides, substantially; that
the county courts in the counties
having a population of less than
fifty thousand shall, at the January
term, 1900, arrange the road dis
tricts so that no road district shall
lie partly in one election precinct
and partly in another, but each
road district shall lie wholly in one
pricinct, and the road districts so
formed are not to be changed
oftener than once in two years.
At the general election in 1900, and
and every two years thereafter,
there shall be elected in each pre
cinct a road supervisor for each
road district in the precinct.

It is a more simple course of
reasoning to lay the blame for the
low price of hops at the door of the
temperance hall, than at the
threshold of the While House.
And the man who argues either is
simple to childishness.
