' will be a meeting of the Benton Mc
K.inley Club, at the uourt ouse in
Corvallis, Saturday evening, De
cember 30th,'. 1899, at o'clock p. m
Important business to attend to in
eluding election, of officers, and of
delegates to the State League and
Republican Clubs. All ' members
are requested to attend! There wil
be an interesting program prepared
including music and an address by
a prominent republican speaker. '

ROADS AND ROAD LAWS.
The approach of winter 'with
heavy rains,; effecting the condition
of the roads to the inconvenience of
all, terves as a reminder of much
that has been said concerning the
road laws of Oregon.? Such laws
trom time to time have been con
demned by many, and while there
seems to be Borne reason for such
adverse criticism, . yet when taken
as a whole, the present road laws
do not seem nearly so bad as the
methods of carrying them into
effect. To persons who do not care
- for good roads, or do not wish to
work them, or pay in lieu thereof a
road tax to improve them, - almost
any law on the subject is bad or
subject to severe criticism.
The present laws are such that
the roads may be improved by la
bor put thereon by the several in'
habitants and property owners of
each district, or if the county court
of any. county shall decide that it
is for the best interests of- the
county the court may levy a tax
not exceeding five mills upon all
the taxable property ef the county,
and a poll tax of two dollars upon
every person who shall be liable to
pay state poll tax, to be collected at
the time other county taxes are col
lected, , to be used exclusively for
road purposes. .
When a tax of this nature is de
cided upon and assessed and col
lected, it is to be apportioned to the
several road districts in the county
by the county court. No other
taxes for road purposes shall be
levied or collected, where the nieth
od last stated is adopted, except
that the county court may order
bridges built or repaired out of the
general fund. There is still anoth-
er provision which authorizes the
county court to spend not to exceed
three mills on the dollar of all tax
able property in the county from
the funds of such county, levied
and collected for county purposes
The etatut also provide) that
when a majority of the resident
land owners of the county, whose
lands are within three miles of a
proposed improvement to a county
road, shall sign, and present" a pe
tition to the county court asking
that certain improvements be made
to a certain portion of road, after
certain conditions expressed in the
law are complied with, the court
has authority to order the improve
ment made, the coat of improve
ment to be paid from assessment
levied upon the lands within three
miles of the proposed improvement,
or the county court may pay not to
exceed one half of the amount out of
the general funds of the county,
thus lessening the amount to be paid
by the lands. The numerous
methods which the law provides for
improving roads seem sufficient.
The fault appears to be a general
neglect in pursuing the methods
provided to carry out the laws we
have.
PROPOSED AMENDMENTS.
At the election next June the
citizens of this state will be required
to vote on five proposed amend
ments to the state constitution.
The makers of the constitution evi
dently intended that no alteration
or amendment should be made
without due deliberation, for they
provided that - an amendment
should be submitted to and approv
ed, by the - legislature and again
by it's successor before it could be
submitted to the people for ratifica
tion or rejection. ; , .
The amendments to be acted on
in June are as follows: ;
1st To prevent counties, cities,
towns or school districts" from in
curring indebtedness in excess of
five per cent of the yaluation of the
taxable property therein. -
2nd To provide fori increasing
the number of judges of the su
preme court to five, instead of three.
3d : Placing the use of lands for
storage reservoirs, basins, irrigating

icle 1. This section" denies the
right to come to or reside in the
state of free negroes or mulattoes
or the right to hold property there
in. The adoption of the fourteenth-
amendment to the Federal Con
stitution abrogated the section in
question and it is a dead letter,
anyway. J
5th .The. elective franchise in
this state shall not hereafter 1 be
prohibited to any citizen on account
of sex.
BRAVE LAWTON. ,'
In the death of Major-General
Henry W. Lawton, who was killed
by a Filipino sharpshooter at San
Mateo, Luzon, Tuesday, the country
suffers the loss of the greatest gen
eral produced by the late war, He
was a man of magnificent courage,
and his every act . proclaimed the
soldier. Entering the Union army
at the outbreak of the civil war as
first lieutenant of volunteers, -he
fought through that awful struggle,
and its close found him a first lieu
tenant in the regular army. He
rose gradually through the various
ranks, and was Colonel Lawton at
the outbreak of the war with Spain.
He was appointed brigadier-gen
eral of volunteers and commanded
one wing of our army during the
assault and capture of El Caney
and San Juan Hill, and his services
that day made him major-general.
Lawton won a medal of honor for
services in the civil war, and he it
was who ventured alone into Geroni
mo's camp and secured the surren
der of this wily savage and 'his
band.. At the time of his death,
the war department was preparing
his commission - as brigadier-gen
eral in the regular army. ,
The Oregon Agriculturist is au
thority for the statement that the
production of wheat for the state of
Oregon for the past ten years has
increased more proportionally than
the population. ' The census of 1190
gave the total production of wheat
in Oregon for 1899 at 9,298,224 bu
shels. Four counties each produced
over one million bushels. These
were Umatilla, with 1,642,3t8 bus.

ion, l,luy,7o5 bushels, and Polk.
1,014,580 bushels. At that time
Eastern Oregon produced only one-
third of the wheat crop of the Btate.
n the ten years which have elapsed
wheat production has tended rather
to decrease than to increase in the
Willamette valley but has greatly
increased iu Eastern Oregon.
Sherman county, which hag for a
number of years produced more
wheat than any . county in the
Willamette valley, raised only 148,
891 bushels in 189. The total
yield in Eastern Oregon for 1899
was considerably more . than , twice
as much as in 1889. .
