A BOLD STAND. .
Influences for peace are . still at

vaal, say yesterday's dispatches;
" However, the South African repub
lic apparently believes . that war
with England is inevitable in any
event, and is already in perfect state
- of preparation. It refuses to accept
the five year franchise, the quarter
representation for the Outlanders
in the Boer Parliament, or the em
ployment of the English language
in that body. Moreover, it declines
:: to acknowledge British suzerainty
any longer. This is a bold stand
for the little republic to take. It
indicates that it thinks England is
determined uponforcing warinany
', case, and it prefers to have the war
come now rather than a few , weeks,
months or years hence. tj -, ;;
England could abate a little of
her demands on the franchise, rep
resentation and language ques
tions, but she. cannot permit- the
' repudiation of suzerainty. That is
a point on which Tier pride and
prestige will not permit her to yield.
The absolute and final acknowl-
edgement of the Transvaal's inde
pendence which this involves will
be opposed by even Morley, Har
court and the rest ol the liberals
and ' anti-war tories. No 'won
der there is a scare on the Lon
don stock exchange. Even the
most optimistic are beginning to
lose hope that trouble can be avert
ed. Money is going up in the Lon
don market and ' stocks are going
down, and the other .European
bourses, as well as the American
exchanges the last named, how
ever', to a smaller; extent thaa'the
