The Coming legislature and What
They Ought to Io.
The Legislature of Oregon is about;
to convene and more important duties
never devolved upon a Legislature
ince the ornnizition bf the State.
In the first place, their attention
should be culled to the importance of
the speedy' passage of a general appro
priation bill, which was omitted by the
LeuisTature of two years a;o, m cm.se
q'ience of. which sin of omission the
State has suffered heavily. We do not
propose to discuss the point here ns to
what man or party was most at fault,
bat this we do know, there was laches
eomewherc ; the bill ought to have
passed before the expiration of the forty
days.
Ye arc aware that some people con
strue the Constitution so as to nr.tke it
.say, that our Legislature can remain in
session, compel the attendance of its
members and legislate for the whole
term of two years, or for any length of
time they choose beyond the forty days

this, in our opinion, is a great mistake ;
as fwe jead the Coast i tutfoo . o Oregon
you can only compel the attendance of
of members for the term of forty day
and if they remain together longer, it
must be by common consent. N jw, we
adoiitby a strained construction of the j
Constitution, the Legislature may re
main together after the expiration of
the forty . days, pass Jaws, and if tho-e
laws should be properly signed by the
Executive, they would bo valid; hut
the idea that ths Legislature can sit for
the term of forty days, then each mem
ber draw his -one hundred aud 'twenty
dollars frnui the Treasury, and then a
portion of the members - compel others
't- remain nninst their will fur the bal
ance of 'the term of two years, without
vf, is simply Ridiculous. The ; mo
ment the frty days expires and you
pay a member his three dollars per day,
that moment he U at liberty to go home
and there is no power to retain him. , ,
The next business of importance is
the election of a man to represent the
people of Oregon for six years in the
Senate of the United States -next to
the highest position on1 earth. This
great and important work, wo hold,
should be performed by the legal voters
at the ballot box, but, under our pres
ent system, it devolves upon the Legis
lature. Now, we are not of those who
biok: the people oughiMo ehct a man
to represent their interests in a legisla
tive tody, and constantly require of
him acts inconsistent wjth his feelings,
but wc hold the people have a right to
demand of their Representatives that
they shall act fairly and honestly, and
in such a manner as, in their honest
judgment, will most beneSt their con
Btitucnts. They have a right to' dc J
mand that their servants shall not ro
beyond the power delegated ; that they
shall not act contrary fo special instruc
tions, given at the election ; that thoy
fehdll not ' act from any consideration
moving to themselves alone, and which
shall be detrimental to the interests of
their constituency; that they shall not
be influenced by a direct money cousid
oration, or promises of luerative.ofDces.
They have a right to demand, when
they have delegated the power to one
of their, servants to support a certain
class of men and measures, that they !
shall not support another and different
class. What we desire is that the will
of the people shall not be thwarted by
the wicked acts of unscrupulous dema
gogues, but that their expressed will, at
tin I allot box, shall be carried out, un
less they shall otherwise indicate by
petitii o directed to their servaute. Let
each member, in voting for a man to
rapreseot us in the Senate, act from
principle, not feeling, and in accordance
with the dictates of a good conscience,
and then wc shall have no fears of the
llectiou of a man who favors universal
: v suffrage t or.univemil jiegro suffiage.

of 'laws, both civil aud criminal, or the j
total abolition of tho whole code and j
tho substitution of a better one in fits

Jaw, and the law permitting: the sale of
spirituous liquors should bo revised,
amended and so construed tjiat all per
sws of ordinary mind can junderstand
what is meant aud intended by the law
maker.
- Another important question is, shall
any move bo tnado looking to an appro
priation for the purpose of erecting a
Capitol for, the State.' We think it
high time ' this important tuovo was
made; the htate is much in need of a
Capitid building. Large rents are pjaid
at every session of our -Legislature,
sitting of our Supreme Court, aud for
Library room3, and thus it will go on
year after year, until we have paid put
money enough to satisfy one-half the
expense of building a Capitol, and yet
it will take none the less to erect the
buildiug. All the money paid for rents
is lost. ;
Another great inducement for mak
ing the move immediately is, it would
be a jrrcat ornament to tho State, and
would contribute much toward influ
encing men of enterprise to come here,
invest money, and assist us in building
up the State, and developing its great
resources. We hope the coming Leg
isVurc will not hesitate on this ques
tion, but move forward at. once and in-
augurate the initiatory P-
ltathcr Cheeky.
James O'Meara, after advocating for
inontbs and during tho last political
campaign in Oregon all the radical
mt asurcs of the Republican party, now
comes out and claims to bo a better
Democrat than anybody ;! at the same
time, whining like a whipped spaniel,
says :
The class of Democrats of whom
we speak know that the effort of the
Herald and the interior Democratic
ress to class the I'uUetui with the Re
publican press is futile,! because it is
without foundation. Thfy know that
this paper has given expression to no
principle or policy which has not the
authority or sanction of the foremost
Democratic journals of the Hast such
organs as the Ronton post, the New
York- World, the" Washington Union,
the Chicago Times, the Louisville Out'
rier-Jourwit, tho Maysvillo (Ky.)
Eagle, the Viekburg Times, the St.
Louis Tones, the Cbattauooga Time,
nnd others we miht name. Yet the
BnVelin is not a Democratic orgMti ;
neither is it a Republican organ. It is
just what' we promised it should "be
an independent paper, tievotcd to no
particular pnrty."
At theabove startling announcement,
that the Democratic parly of the na
tion arc pledged to the doctrine of uni
versal npgro suffrage, end that the edi
tor of the Bulletin is in perfect har
mony therewith, the Democracy of Or
egon will be taken by surprise, and the
Oretonian will be satisfied that the
Dallas Republican is not teuding to
modern Democracy. We arc somewhat
surprised oursolves and thiuk it lament
able, if true, as proved by O'Meara,
that there is no difference between Re
publicans and Democrats on the ques
tion of universal suffrage, that both
parties advocate th.it principle in the
Eastern and Southern States, and arc
vying for, the negro vote, and that the
Dallas Republican alone is opposing
that, principle.
So much the more glory for us,
knowing that we are right, and that we
'are advocating the sentiments of three
fourths of the people of. Oregon.'
The Corvallis, Gazette attempts to an
swer, our article, opposing that most
patent relic of monarchy, life offices.
We deem it unnecessary to reply to &s
answer, moro than to give his own ar
gument in a few words, which is, that
while it is true that jthe principle of
life offices in this Government have an
appearance of a relic of monarchy, yet
it is the bulwark if Republicanism.
We submit tho case to the jury -the
people.
The Oregonian seems to think that a
Democratic Legislature should return
Mr. Williams to the J?enate.

as firmly committed to the doctrine as
is Senator Williams, and, we aro glad
to believe, is quite as good a "Radical.

Wc remark :i Thero is a paper pub
lished tu Multnomah county, edited by
one Harvey Scott, which has been for
the last' four years on all sides of the
suffrage question, and which refuses to
state whether or not it endorses the
principle andpil:cy of the late natural
ization bill, anj the present position of
which is so niixed, on the question of
universal tuffrage, tliat no man under
stands what it is. It is continually
harping concerning the great and ao
kuowledged ability of Senator ? Will
iams, and what he hss done for Oregon ;
and labors hard to prove that Williams
is in favor of suffrage without "distinc
tion ff colorf and tint he is opposed
to suffrage without "distinction of col-
or.
r.d the editor fear that wc have
not read Judge Boise's letter on negro
suffrage, and is glad to believe that
Boi?e Is quite as radical on that ques
tion as Willi jhh.
Now, .as to the ability of Senator
Williams, we have nothing disparaging
to say. Wo think Mr. William n man
of ability, but a to the extraordinary
pirt of it wc fail to see, as does the ed
itor above n tmed. We think the Sen
ate of the I'uitcd -.States' contain mnnv
greater mind", and men, too, who think
the position of Williamson the suffrage
question is very silly, and tho great
things he has done for Oregon we
should like to have the piper aforesaid
point out. If to secure a daily mail on
the west thh; of the; Willamette river,
from Portland to Corvallis, as a consid
eralion for taking from u our land
grant, which would have enabled us to
have bad the benefit of a railroad in
stead of a daily mail, and inviting al
Africa to come here and be made ci t i-
Kens, and securing a fat office for; the
editor of the Oregonian constitute a
j great man, then Williams is great
Aud as to the allusion to Judge Boise
wo have to say, that the editor of the
aforesaid pnpor may I know just what j
Judge Boise's political sentiments are,
we do not profess to know nor is it any
of our ' business to know; but wc will
say that if he is as radical on the ques
tion of suffrage as Mr. Williams, we
have never heard hini so declare, either
in public or private; and further, that
wc have read his letter on ihat subject,
and do not so understand him. And
again we tell the gentleman who edits
tho aforesaid paper' that, if his version
of the letter referred lo is correct, and
if Boise is as foolitdity radical on that
question as William!, we shall oppose
him as strongly as wc do Mr Williams.
And wo might as well say to the gen
tleman who has been the special favor
ite of his immaculate Senator, that we
shall steadily oppose any roan who fa
vors universal suffrage, or universal
negro suffrage, or universal manhood
suffrage, or any other kind of suffrage
which extends that privilege to oppo
site races, The truth is, Williams is a
go between. He will not declare in fa
vor of universal suffrage, as do' the
courageous radicals, and yet he endorses
the principle; ho endorsed the princi
ple when ho voted for the Fifteenth
Amendment; he undertook to oppose
it when he voted to extend-the ballot
to native Africans, the most ignorant
people on the globe, and to exclude the
educated and intelligent Chiucso. We
might also say, for tho benefit of the
aforesaid gentleman, that the radicals
Nof Polk do Dot endorse. Mr.- Williams,
because he opposed Mr. Sumner, and
the conservatives hate hisf course.
Tho Oregonian roaiarks that no man

army of 100,000 men. That paper
must not forget that this ia an age of

above 1 if not should it not go to the
Democracy ? And who now is leading
the party to defeat in the opinion of
the Oregonian? This is the legitimate
result of the principles of the Fifteenth
Amendment fruits of ladicalism.

opposition to universal suffrage is retro-

Williams?
