The latest report from Oskalooaa,
Kansas, which burg bas a woman
for mayor and a council composed
of women, is as follows:
It is reported that tbe committee
which was appointed to draft a new
set of ordinances for Oskaloosa in
progressing very rapidly with its
work, but no far the rules of
procedure and tbe morals of tbe
men are tbe only points touched
upon. The first measure that will
be presented for consideration, and
tbe one tliat will receive tbe
unanimous vote of the council, will
be one establishing tbe "Mother
Hublwiid" ms the official dress of the
mnyor and council when in session.
Then an ordinance will be passed
declaring all men who appear on
the street uusbaved and unwashed
to be vagrants and ordering their
arrest and tine.
As the quiet and decorum of the
council must be maintained at all
bnzar.lf. the selection of a marshal
will depend on the aptness of the
applicant in ciuinj for the babies,
who will le kept ia an ante-room
while their mothers attend to the
affairs of state.
Built for War.
Win. Cramp !fc Sons, ship and
engine builders at 1'hihulelphia,
have nearly completed n dynamite
cruiser gunboat called the Vork
town. designed for the I'. S. navy.
It will le launched on Saturday,
April "2S. in tbe presence of Secre
tary Whitney. It carries four pnen-
i matie guns for the jmriMxe of hurl
ing dynamite projectiles, each with
a range of at leat a mile. The
trailing of the guns is acconipliobed
by steering the vessel, and the load
ing is all done lv steam. The
gut.s are of 13-inch calibre, and the
shells, which can be tired with great
accuracy twice a minute, will contain
(500 pounds of explosive gelatine,
equivalent to N.VJ pounds of dyn-
t atnite, or Ui pounds of gun cotton.
!It is churned that the gun, properly
! handled. vnTSe the most destructive
j engine of war vet invented, for the
i heaviest armored vessels in tlie
i world will go all to pieces from the
i explosion of a shell much smaller
i than thoe thrown ly the guns of
! the York town.

Judge Love, of the United States

pounds the law governing strikes:
1. Hailroad employes have a right
to quit work.
2. IJnt they have no right, to pre
vent others from taking their places,
nor to interfere with the operation
of the road.
o. A railroad company mnt haul

; 4. It is no excuse for the company
to ay that its employes will not
I handle the ears of a road on which
j there is a strike.

the ISrotlierbood of Engineers.
