THE CHILIAN SITUATION
There is nothing in the eitua
tion of affair a in Chili which gives
any encouragement to the belief
that matters may be settled amica
bly.'
Chili should understand that
the people of the United Statts
will not accept as conclusive any
judgment or finding of a preju
diced tribunal, more especially
since the Chilian government has
never expressed any regret for the
unfortunate affair and never inti
mated even that the blame might
be shared by both parties. Chili
lias stood squarely on the proposi
lion that the sailors of the Balti
more were wholly in the wrong
and that they got no more than
they deserved.
When to this deCant and cav
alier attitude is added the con
tumely with which Ameiicans
have been treated on all hands,
the suspicion with which the
American Legation has been re
garded, and the avowed hostility
of all classes of the Chilians to
citizens of the United States, how
ever unoffending, it mu-t be
obvious that all talk of amity is
silly aud nonsensical in the ex
treme. Chili shows no disposi
tion to be civil or decent, to say
nothing of being friendly, and we
certainly shall not try to persuade
iter to make friends.
It will probably be the duty of
President llarrieon to lay the
situation before congrecs at an
early day, and we risk nothing in
saying that that body will be a
unit on the question of upholding
the honor of the nati jn. Congress
contains Republicans, Democrats,
.Mugwumps and Farmers' Alliance
men, but when the Hag of the
I'nien is trampled upon and I
trailed i:i the dust they all In-long
to one party, the American party.
an 1 there ill be 110 hanging back
if severe measures are ncn to be
neci-s-ary. Chili will have only
herself to blame if the I'nited
States shall be compelled to give
her the les-:cn which she needs so
much.

saving nearly all that is usually
to formal language lessons; but
would uive us fuller, richer, and
more vigorous expression. Lan
guage lessons should therefore be
thought lessons, thoughts wrought
out by the child's own efforts
winch, after a little practice, or
after the foundation of original
thought is opened, become not
only a pleasure far exceeding any
mere copying of thoughts, but
often an improvement upon
thoughts lurnished (not always
the best) by authors. The child
learna to think by thinking orignol
thoughts, not merely conning
second-hand thoughts, or thoughts
made to order ; which latter pro
cess should be credited with the
class of second-hand men and
women "made to order," nero
weaklings with which the world
is tilled to-day. These original
language lessons have reference
not only to the merely verbal ex
pression of thoughts, but to
thoughts expressed in color, form,
movement, etc., as in practicing,
building, weaving, moulding,
drawing, or the representation of
objects in outline and color, in
w hich exercises the kindergart-.'n
is so helpful to little children.

evolution and thought expression
are inseparable in nature, and
should ever proceed baud in Land

This reveals the shallow 11 -s of
those methods 01" instruction in
language that confine themselves
to the mere form of expression, as
as in parsing, and the analysis of
sentences, without corresinding
synthetic exercises. It is not
enough that the ncre form of ex

must struggle in thought evolution,
at the same timj it seeks thought
