The report of Herman
J.
Schultes, one of the special com
missioners eent abroad by the
treasury department to secure in
formation regarding pauper im
migration into the United States,
is deserving of careful considera
tion, even though some of the as
sertions regarding a wholesle
conspiracy of governments, busi
ness houses, steamship lines and
railways in Europe and America
should be received with r certain
degree of caution.
Mr. Schultes estaMi-hed the
fact beyond controversy that in
almost every countiy in Europe
the worthless and indigent class
is not only encouraged hut aided
to emigrate to the United States,
the idea being that it is cheaper
to pay for deorting paupers than
to support them in idleness at
home. Italy is an especial
offender in this way, but the
skirts of no country are wholly
clear.
Commissioner Schultes took the
heroic resolve of crossing the
Atlantic in the steerage of a pas
senger steamer in order to see for
himself what the voj ae was like,
and it is safe to sav from his ac
count of the voyage that he will!
not repeat the experiment. He
describes the steerage of the
steamer in which he crossed as a
perfect pandemonium of filth and
bestrality. The female immigrants
were entirely at the the mercy of
the sailors, firemen and stokers of
the ship, and the scenes that were
enacted were indescribable.
The collector of the port of New
York should make investigation
into the matters narrated by Com
missioner Schulte", and ehould
refuse to enter a ship which is
allowed to be made into a floating
hell. If severe measures were
taken the owners of the steam
ship would find it to their interest
not to allow their vessels to be
overloaded in the steerage, and
would make provisions that would
at least insure decency on the voy
age across the Atlantic,
simply to go down into their
pockets for the money to make a
creditable exhibit. Fifty, or even
a hundred'thousand dollars is not
a large amount for a great state
like Oregon to raise fur this pur
pose, and if citizens throughoi t
the state would do all their part,
it would be easily raiseJ.
The Alaskans will not probably
go the length of defying the United
States government and electing
their own judicial officers, but the
strong case which they have made
out for territorial government
must appeal to congress. If any
thing is to be done in the develop
ment of Alaska's resources settlers
must have the assurance of legal
title to their property. As it is
now there is no inducement to the
settler to develoo mines or farms.

An interesting comment on the
silver question, is to be found in
the statement that if the French
paper the Uauloia can be trusted,
the Bank of France is going to
loan Russia 150.000,000 silver
rubles in order tj permit the
latter country to resume specie
payment. A successful effort on
the part of Russia to resume specie
payments i ould have wide-reaching
conse uences. Russia is a
silver-usinj : country, and if she
is once fair y embarked when upon
the sea of resumption she will re
quire considerable silver to keep
utloat. The withdrawal from
France of so large an amount
of silver would in itself give
a tremendous impetus to the
price of the white meta', an
it would conclusively dispose of
the foolish stories about large
hoards of silver ready to be
dumped upon us, for it stands t J
reason that if such hoards existed
Russia would not resort to the
Bank of France for silver, where
hj will be compelled to par at
the rate of fifteen and a half ounces
of silver for one of gold, that insti
tution having nothing to dispose
of except five franc pieces, which
are coined on the ratio of IV to 1
and pass at par anywhere in
France, being a legal tender.
