The present situation of the
United States, in the matter of
naval structures, ia brought to
prominent view by the little brush
that is being had with Chile. Our
exposed condition without the
means of making any practical
defense, should that little nation
choose to train ita guns upon us is
paiofallr apparent.
The Chronicle in summing up tin
causes of this condition says : For
ten long years, during which
period we should have been put
ting our navy into a condition of
effectiveness, we did simply noth
ing because a succession of demo
cratic houses of representatives
would not vote money for build
ing a navy lest it should be
expended under the direction of a
republican administration, and
sow, when we need a navy, the
people must suffer for 'his parti
aan action.
In order to assemble a squadron
at Valparaiso which shall impress
Chile with the folly of blustering
and talking bi to the United
States the globe must be scoured
to collect enough scattered vessels
to make a showing, and even then
every American seaport
doubt, Pennsylvania is republi
can by 50,000, as is also Colorado,
and South Dakota, while New
Jersey is democratic. The elec
tions as a whole outside of Ohio
are about a stand off, and leave
the presidential contest next year
t be stubbornly fought. The
election of McKinley in Ohio
shows that the spirit of American
protection will be vigorously
defended at the k11s. Is is
the chief feature of the elections,
as tlie people bv sustaining
the author of the McKinley bill
have recorded their continued
belief in the doctrine ot protec
tion, the issue on which the
next presidential campaign will
be waged.

The solid remedy for this situa
tion is ships with seamen to handle
them, whether for peace or for
war; whether to carry our enor
mous exports, and brin-' our
immense imports, and receive
therefor the tremendous tolls
which now flow into the foreign
coffers, or to vindicate the majesty
ana power ol our flag abroad iu the
world to a degree befitting our
staua in the community of nations.
There is no lack of ra material,
no lack of ekill to fashion it into
the instruments of cc m merce. We
hays the iron and the steel ; we have
the men to work them into the
finished forms of state ly ships ; we
have the money to promote the
most collessal of enterprises by
sea. All we need is assurance of a
steady national policy of liberal
and enlightened encouragement,
based upon a patriotic common
consent, and elevated above the
