THE CHILEAN SITUATION.

too confused to permit a trust
worthy opinion of the situation to
be formed. All that van be
gathered from them is that the
request of the United stare t.iat
an investigation into the circum
stances connected with the murder
of the sailors of the Baltimore he
held has been received in an un
friendly spiiit. There has len
no iHttitive refusal to make an in
quiry,huttheattitudeof the Chilean
Foreign Office is such as to convey
the impression that any investiga
tion which may be made will he a
mere mockery, and that there if
no intention of making any repar
ation even should it he found that
the authorities of Yatpataisj were
to Maine for the trouble.

down as reasonably certain, and

Chile, even if the present allair be
smoothed over, is inevitable. That
