OUR DISGRACEFUL ROADS.
In iDite of the wonderful com
mercial and industrial progress of
the United States, we ara still to a
large extent nsing the same soft,
muddy country roads that served
for our remote ancestors. No or
ganisation has done more to
remedy this surprising state of
tiling than the League of Ameri
can Wheelmen ; and its secretary,
Mr. Isaac B. Potter of New Yore,
has a word to say in the Novem
ber Forum about the evil and its
cure.' He considers that the cost
to toe farmer, of carting his pro
duce over the "roughened streak
of soil" that serves us for a high
way, is no small fatter in the
existing agricultural depression,
and points out that the cost of
maintaining proper public wagon
roads, though great, is more than
repaid to the community in the en-
hanied value of adjacent property
alone. This positions he supports
by statistics. It is to be hoped
that Mr. Potter and his co-workers
will succeed in rousing our rural
communities to the disgrace of a
condition of things which makes
ns the laughing stock of intelligent
travellers in this country.
papal chair decline to talk on the
matter, but receive the suggestion
with a smile. There is not the
slik-htest doubt here that an
Italian will be elected to succeed
Leo XIII, and the queries from
America in regard to Gibbons Lave
not excited serious interest. So
far as the sentiments of the sacred
college are permitted to escape (tc
public knowledge, there seems to
he ground for the belief that
Cardinal Archbishop San Felice.
of Naples, is the coming man.
Another evidence against the
practice of making willa is placed
on record. The decision of the
New York court breaks the will of
the late Samuel J. Tilden, and
divides the estate among the heirs,
and the great library fund wliich
the will had provided is dissipated
forever, receiving only a small
amount of the amount intended by
the testator, and that only by the
generosity of Mrs. Hazard one of
the heirs. It is a curious com
ment upon the work of the legal
fraternity, that the work of one of
the most learned and eminent of
I heir number should have so
signally failed, when applied to
devising his own estate, and work- j
ing it up with such elaborate care.
Certainly that matter of will
making is a different one. ana
ahou'd be undertaken onlv bv
those whese estates are not large
enough to tempt the efforts of
litigatirg contestants.
Portland seems to have under
taken the Augean task of cleansing
that city of a gigantic gamblers'
trusLwhich, it is claimed, is run as a
sort of partnership business with
the fo ice department. Oregon's big
metropolis ought to possess sutti-
cient spunk to bring it blue-coated
minions to terms. The tolice
force of Portland of late years has
been a more turbulent factor than
band of Indians on the war
path.

ALLEN BROTHERS,
Tu a opponents of the McKinley
tariff bill, are sharp in their
accusations that the new law has
increased the taxation but they
never condescend to go into par
ticulars. Such a course would be
fatal to them, as it would involve
the necessity of showing that more
goods are admitted free now than
ever before, and that as a conse
quence the customs revenue has
considerably diminished. But,
reluctant as they are to print
details, they will get to the public,
which is bound to learn in time
that their protest is not against
increased taxation, but against
the method of levying a tax so
that the foreign manufacturer will
be obliged to pay taxes for the
privilege of selling in the Ameri
can mar set aa well as the American
producer. Every An erican man
ufacturer is called upon to contri
bute to tke support of the national
government and of the state and
city governments where he is
located. The free trader d isregards
this fact and insists that the'
foreign manufacturer should be
permitted to sell in our markets
without paying any ttxee. Be
tween the two methods sensible
Americans will not be puzzled
which to choose.

Some of the newapapera of Po t-
land have begun earlv to affect
deep interest aa to candidates in
the first congressional district.
The observations of the Evening
Telegram in this direction may be
intended merely as friendly sue
gestions, but the Telegram should
remember that a democratic news
paper should not take t x much
of a band in the ee'ection of repub
lican candidates, also that the
republicans of the first con
gressional district will be quite
able to make their own selection
of a suitable nominee for congress
when the proper times arrives,
, . . .
nu luriner to fee that he is
elected in the leafy rucnth of June
neit. Why don't the Telegram
cultivate some good aspiring demo
crat of its own district and boom
him for all he la worth, and give
lion. Jeff Myers, of Linn, and its
republican friends a rest.
It will be a chilly day for Eng
land, If she joins that bloodthirsty
little South American government
in a war with the United States.
Oregon alone could dampen the
aspirations of both countries by
joining her fire companies and
turning the hose on them.
