Many citizens and business men
of Albany are decidedly in favor
of paving First s:reet next season.
This question is one of public in
terest, and ought to be 6ettled
right. It is a problem with which
many Pacilic Coast cities have
been wiestling far years.
On this subject the Western
Fireman and Journal of Public
Works publishes the views of Pro
fessor Clitlbrd Kichardson, the
government analyst and paving
expert, w ho has rewired gutlicient
samples of all kinds for his tests
of the street paving and pewe
material heng laid under the
diiccticn cf the Hoard of Public
W.uks at Denver, Colo. He will
do Boine work in the matter of
analyzing and testing there, but
he w ill net be expected to finish
his work until after his return to
Washington, D. C. In the mean
time, Professor Richardson is giv
ing the membu'S of the board and
the engineer much useful informa
tion for their future guidance.
"I have leen making a close
study of pavemen's for the past
five years," said Richardson, and
I ought to know some thing about
the d ll'erent kinds. It I were
asked what is the most lasting
pavement I would say Belgian
block laid with hydraulic cement.
If I am aikeU what i the most
desirable pavement, I should say
asphalt. It is a luxury, but one
that you can well atlbrd out here.
"It costs a good deal to
keep it in repair, but it should not
be lost sight of that it saves a gret
deal in wear and tear on anima's
and hides. I have not the
figures with me, but tests were
made in Washimrfnn to show how
much a horse coi.ld draw in stone
blocks, wood and asphalt, and tiie
dill'erence was considerable in
favorof asphalt. In carriage; the
saving is large every year w h re
asphalt pavement is the rule. The
vehicles can also be ma le to per
fection for use in Washington, for
instance, but thev would not last
in New York any time. In New
York they have to be made more
with a view to strength than com
fort. Asphalt pavement is nearly
noiseless, ami this counts for
something. When compstmg the
cost all these consideration ought
to be taken into account. Asphalt
paving is used in business streets
in the Fast quite frequently."
