BLAINE ON THE TARIFF.
Although Mr. I'.Iaino has not
been able to take an active part in
the Ohio campaign, owintf to the
condition of his health and the
pressure of his public duties, he
has written a letter to an Ohio
editor the substance of which is
published in the San Francisco
Chronicle, which w?'l have all the
effect of a speech, and which
shows him to be a warm friend
and admirer of the McKinley
taritf.
Mr. Blaine calls attention to the
fact that the McKinley bill has
given an ample market for many
barrels of Hour and many pounds
of pork. Brazil has entered into a
treaty by which flour and many
other American articles are ad
mitted free, and pork at a nomi
nal duty. Cuba and Porte Kico
have reduced at duty on flour fiom ; Jji ,8 "1
$5 80 a barrel to 1, besides put- tonus, andiron
ling nearly one nunureu articles
dangers to peace. Another re
markable article will appear in the
same number on the armies and
politics of Kurope, from an Ameri
can point of view, by Mr. William
li. Thayer, who records the results
of studies recently made in Eu
rope of the political and military
situation. These two articles to
gether make a complete review of
of the present European situation,
and give a clear understanding of
the status of each of the great
powers.
The gift of Henry W. Sage, of
Brooklyn, tD the Cornell Univer
sity of $300,000 as an endowment
for a library,' is one of the most
munificent and praiseworthy acts
of a lifetime. The cause of educa
tion and science is thus aided in a
direct and 1 radical way, and an
enduring monument raised that
shall continue for ages to come,
and is far preferable to any marble
shaft or storied urn that wealth
and genius could design and con-
t trui t.

T11 eke seems to be more trouble
in store tor ttie orient, and both
China and India are liable to feel
the weight of this trouble. Russia
has occupied the high table land
country, bordering both China
and India, and the movement is
accepted as boding no very great
amount of good to the countiies
named.
Tiik building which our neigh-
on the 1101 tti. Washington, will
erect at Chicago, for its exhibit
at the world's fair in '9:5 will cost
50,000. Oregon's will cost
well, how much?
of American production on the
free list. Germany, without nego
tiating a formal treaty, has re
moved the prohibition on Ameri
can pork, which opens to us an
entirely new market worth from
15,000,000 to 120,000,000 a year.
Mr. Blaine concludes by saying,
"I am not, therefore, an opponent
of the McKinley, as the demo
cratic papers are constantly
alleging." !
That Mr. Blaine did not agree in i
all respects with the ways and
means committee of the house of
representatives which framed the
present tarilT law is perfectly well
known, but the difference of
opinion went only to methods and
not to any question of principle.
It is a little strange to see Blaine,
a life-long friend of protection,
Charged by the democratic press
01 Ohio with hostility to a pro
tective taiift", but the attack only
shows to what straits that party
must be reduced in the contest
now pending.
The McKinley bill is proving it
se'f greater and more beneficial
than even its fraraers could have
anticipated. It has caused com
mercial consternation in Great
Britain and a corresonding feel
ing of elation in the United States.
'In charge Blaine with hostility to
a measure which is producing the
very results to which he has de
voted the best years of his life is
to accuse a king of lack of loyalty
or a president of want of devotion
to the doctrines of republicanism

As important move in the
mining interests of the country
has been put on foot by the call
ing of a national mining congress
which is to be held in Denver on
November 18th, 19th and 20th
and is the first of its kindevfr
called. Its main object is to
devise the best means for the pro
duction and distribution of the
gold and silver product of the
country, lhe Chronicle savs its
purposes is not to boota silver at
the expense of gold, nor to advance
the mineial interest of Colorado,
iut to elevate the business of
mining and to separate it from the
peculation and fraud that so
frequently bring it into disrepute.
The call has been issued to all the
states. It provides for ten repre
entatives from each s'ate, to be
appointed by the governor, and
one representative at laige from
each incorporated town or city,
with others according to popula
tion. This congress ought to re
ceive warm support from all the
Western States and territories, for
it is to deal with matters that
vitally concern the prosrity of
the whole West.
