his body was discovered lying on
the logs at the end of one of the
docks belonging to the Willamette
Steam Mill Lumbering and Manu
facturing Company. Though not
recognized at Bret, a card in bis
pocket showed that he was N. B,
Groves, advertising solicitor for the
Oregon Express and Alliance
Farmer, published by D. C. Ireland
in East Portland.
It is supposed Mr. Groves wan
dered djwn the path in an intoxi
cated condition, and, becoming
dazrd when be found himself at
the edge of the wharf, lost his bal
ance and pitched headforemost
down on the logs below.
The dead mm was subject to
spells of extreme mrlancholy, and
at such times drank to exoess. He
had been suffering from one of
those spells recently.

Assessment and Taxation!
TheOregonian ssys "the subject
of the Oregon tax and asetssuient
laws is again being taken up by
t he newspapers, but in the light
of experience with past legislatures
it seems a hopelets task to try to
remedy the evil. By the showing
of the vaiious county assessors it
is clear that property is assessed at
less than half its value. This
does not, of course, cut any figure
in the amount of taxes each indi
vidual must pay, but only in the
rate of levy, which makes a bad
showing to a strangtr who expects
to pay on his entire property and
avoids locating in a place where
the tax rate is high. But it is also
clear that a Urge proportion ol
real and personal property in the
state, many people say one-half
although that is a radical view
escapes t ssessment altogether,
which not on'y increases the rate
of taxation but also the burden of
those who are honest enough to
pay their taxes. It is always those
who have the most property w bo
are most s ccestful in scaping
taxes, while man with only a
few hundreu or a few thousand
dollars in property pays a great
deal nnre than his just proportion
toward the general expense of the I
state and county. The Eugene
Register's view," that the main
trouble can be remedied by the as
sessors themselves, is quite correct
and, indeed, if these men would do
their sworn duty fai bfully and
ithout fear, there would be little
need of any change in the present
laws." The trouble with the leg
islative work upon tbii subject is

of bondholders of the Oregon Paci

rumors of a row. The meeting was
largely attended, fourteen millions

ing bond' being represented. Tlie
venerable John I. Blair, of New
Jersey, one of the largest bond
hol lets, was present, and the story

violent alte cation had occurred
between Mr. Blair and Egerton
Iloug. receiver and president of
the road.
Investigation, however, showed
that the alterat ion was purely
imaginary. President Hogg did
not attend the meeting, being at
present in Oregon. Doubtless bad

bondholder were expressing their
opinions of him there would have

ory state committee, went hail for
