IJtir.D' PROBLEMS.
The building and operating of
railroads ia one of the problems f
this ago. The Chicage Kail way
Age alludes to a new phase of that
problem that has lately "risen.
It says a new element of discon
tent is likely to enter into the al
ready surcharged railway problem.
Some roads have already discon
tinued operation of unprofitable
brandies and others are contem
plating the same course. One of
the latest instances is the discon
tinuance of the Meherrin Valley
Railroad, extending from Em
poria, Va., to Margaretsville, a
distance of some sevenU in miles,
and the people abng the line com
pelled to resort to primitive
methods in order t supply their
necessities. Shou'd 'this move
ment become in any degree general
which, if it should be demonstrated
that railways can at will abandon
the operation of unprofitable
branches Jnd extensions, is iiulte
likely it ia probable that a
demand will be made by the public
for the maintenance of a schedule
of charges which shall enable
roads to at least continue the
operation of lines already con
structed. People accustomed to
railway facilities wi'l not willingly
submit to a deprivation of same
and in view of the continued cry
for lower charges for service the
possibility of pa extended move
ment in this direction can scarce
ly be regarded as chimerical. It
will be remembered that Judge
Kainey, of Waxahatchie, Tex.,
recently declared tlu charter of
the Texas Trunk K lihvay forfeited
to tl e state and i-i conse
quence of such action that road is
now being operated, although it
is supplied by three distinct and
separate receivers. A railway is
generally, if not uniformly, a
11 ; . ...
messing to any section ot tlie
contry through which it runs,
and although at times it may be
operated so as to develop instances
of hardship which atl'ord just
grounds of complaint, the worrt of
all hardships is to deprive of such
services a section of the country
whiih has been built up and
deveiejied through it- influence.
Tub Stockton Mail his some
judicious comments on the sub
ject of communities incurring in
debtedness. It rightly contends
t.iat the expenses of coii&triictiiii:
a public work which is destined
to promote the comfort and pre
serve the health of a community
for years to come should not be
borne entirely by the people of to
day. It is manifestly absurd to
assume that it is the duty of a
people to put a city into perfect
shape, bo that their successors
may enter upon the enjoyment of
the improvements unembanassed
by any considerction of the cost of
the public buildings, street!',
eewers, etc , which they are using,
and it is -lually ndicu'.oua to
assert that no community sho.iM
attempt to seen re these necessaries
nniil thoy are ready to pyy for
them. The true coii'se is to
attempt to stent the tonvcuienecs
spoken of as scon as practicable
and to distribute the payment for
the same over several years, so
that as great a number as pos.-iolo
of persons enjoying their benefits
will be called upon to help pay f.,r
them.
Thk papers a tl.e 3tate are
advocating a free text book law.
Before they fc'et that law into
active operation, they had better
work up the present school law so
as to compel the running of a free
school in every d'strict !'i the
Bta'.e, for part of the year at leas'.
It It a matter of mention that
eoiue action ia being taken to re
lieve distres3 sn Russia. The
Chronicle says that the Czar
evidently been impasted by the
reports of starvation in his
dominions, for he has canceled all
the usual court balls this winter
and has ordered the money which
would be spent on such festivities
to be distributed among the
famine-stricken people. This is
praise-worthy, but it would be in
teresting to know how much really
readies the sufferers. Probably
23 cents out of every dollar is a
liberal estimate of the remnant
that will escape the cupidity of
petty ollicials. The Russian
otiicials looks oa his starving
peasants with the same lack of
compassion that the Chinese man
darin exhibits in a famine year.
Hither would see a hundred
wretches famish by slow starva
tion if he could thereby filch a few
dollars from the relief fund in
trusted to him.
The criticisms upon Mr. Tar
uell have been not anly harsh and
uncalled for, but out of all propor
tion to the ollerse he had com
mitted. The veriest malefactor in
the world was never pursued with
more lashings than has he been,
and tory England, who spent every
endeavor to blacken his name, in
order to counteract his influence,
has been highly pleased with
the obloquy cast upon the Irish
leader. He is dead, and his faults in
jure J himself alone no other per
sonwhile his magnificent work
was the harbinger of the greatest
gocd to the entire Irish people.
For the love of liberty and justice
give him the niea 1 of pra"ee for it,
and let the mantle of chari'y
cover his faults.
The Astoria papers read in tlie
valley papeis that salmon, sea
bass, cattish, :ole, llounders and
other fish received fresh every day
in the market, and then lament:
"Just think of it, fresh fish every
day a hundred and fifty m''es in
land, aud right here in Astoria
where salmon jump out of tlie
i river and bite at his watch
charms, it is almost impossible to
get a bite of fresh lisli, unless yoi
are satis-lied with a little wormy
tomcod."
