locomotive). Our machine shops
have for some time excelled the
English shops in the matter of
cost and power, and now we are
beating them on tLe time record.
It is said that Ameiican rail
roads transport freight at a lower
rate than the roads of any other
country, and that the British rail
ways ezat more for such service
than the riads of any other manu
facturing I country. But until
lately the British locomotives have
held the ' record for the fastest
time. Their best records both for
a short distance run and for a long
distance have been decisively
beaten within a month.
The run made on August 27, by
a train on the Philadelphia and
Heading Railroad, according to
the Kail road Gazette of Septein
ber 18, averaged from the sixth to
tenth mile inclusive, 87 miles per
hour. "This speed for the live
miles was the fastest of which we
can find any authentic record for
any distance." The time having
been taken by careful observers
reading f'oin a "fifth second
chronograph" at every mile post.
The train, including engine,
weighed about 169 tons.
The New York Central, how
ever, made a more wonderful run
on the 14th inet., going from
the (irand Central depot in this
city to Buffalo, 436' miles, in
43!)'. i minutes, "beating all pre
vious records for sustained speed."
The stops aggregated 14 minutes
and 16 seconds, making the time i
actually under motion 425 minutes
and 14 seconds. And the average
speed, including stops, was 59.36
miles per hour, or including stops,
(U.59 miles per hour. This train
weighed with enging, about 230
tons.
In 1SS8 the London and North
western ran an express train from
London to Edinburgh, 400 miles,
against the train on the Great
Northern and North Eastern,
;;y5 miles. The best inclusive
time made by the first mentioned
road during the season's racing,
with a train weighing about 174
tons, was 50.9 miles per hour, and
05.4 miles while in motion, and
on the Great Northern the times
were 02.7 and 57.8 miles per hour.

house of lords. In speaking of
the question of the abolition of
the hereditary peers Gladstone
said that at present it is rather in
the shade owing to the priority of
the claims of other subject a. He
warned the House of Lords, how
ever, that it might make the mat
ter a burning question if the peers
were tempted to listen to the
consul given by Lord Salis
bury when he contemplated
the possibility of a liberal
victory, and reminded them
that all would not be
over even if the commons should
pass a home rule bill ; that the
house of lords might interpose it
self between the judgment of the
nation and the incorporation of
that judgment in the form of law.
The lords, he said, tried that game
in 1831 throughout the proceedings
on the reform bill, and underwent
humiliation in const quence.
Hereditary legislators are an
anomaly in any representative
government, and if the liberals
return to power, as now teems
probable, a move will be made,
though probably not by Gladstone
himself, to alter the system and
make the bouse' of parliament
elective, at least in part.

Thk lottery business in this
country, and the gambling hells
in Europe, are moving in every
manner possible to perpetuate
themselves. It is said that there
seems to be a fair prospect that
the Monte Carlo gambling den will
bo clesed next April, as the
prince of Monaco is a man with
some snreds of self-respect, who
does not care to draw revenue
from so polluted a source as a
common gambling hell. For more
than twenty years M. Blanc drew
a princely revenue from Monte
Carlo and his heirs have had al
most equal success. Their conces
sion runs to 1913, but it is thought
that a clause in the fifty-year con
tract permits the ruler of Monaco
to suppress at any time the roulette
and trente-et-quarenta tables,
which are the most lucrative of all
the gambling devices of this place.
