RECIPROCITY WITH MEXICO.
Our government ia now negoti
ating with the Mexican govern
ment, with the purpose of estab
lishing some just and equitable
basis for exchanging products that
free of duty. The Mex:on pro
ducts that uuder the present tariff
law can he admitted free are sugar,
cotfee and hides.
The Chronicle explains the
matter in saying that it will be
remembered that section 3, the
buspensive clause of the McKinley
bill, provides that if foreign coun
tries which produce and export
sugar, molasses, coiTee, tea and
hides or any ot thani shall irnpoes
upon agricultural or other products
of the United Ktatts duties wh'.ch

cally unequal and unreasonable,
he sliall take tha articles named
or any of them from the free list
so far the particular country is
concerned anJ put them on the
dutiable list at a fixed rate of
duty, there to remain so long as
the discrimination is pi act iced
against American products.
Mexico naturally does not want
to have her coll'ee, sugar and hides
handicapped with a duty when
those articles come into the
United States from other countries
dutyfree. On this account a com
mission has been appointed to
discuss the question of ren.ovin
Mexican duties on certain Ameri
can products.
The commission can hardly go
wrong. Tha Mexican tairfl" is so
very catholic in its terms that it
now covers almost everything that
la imported from this country,
whether it be agricultural products
or anything else. The commission
will have to decide where the re
moval or reduction of duties shall
begin, and it can u ake a begin
ning almost anywhere.
American staple products will
probably be select id among the
first articles to be relieved from
duty. The barrel of ilonr and the
cask of American park will be
very likely urged upon the con
sideration of ttie Mexican gov
ernment, for we have and can
produce a surplus of Hour and
pork, and it is our surplus that we
have for sale. We may ba reason
ably pertain that Mexico will make
all due concessions, for she has a
surplus of sugar, coffee and hides
to sell, and the United States is
too good a customer to lose.

rapidly incroasing cotton industry
of Trauscaspian Russia and
Turkestan. There is no doubt
that cotton of a good quality t an
be grown in great abundance in
the regions mentioned, but it will
be some time before itccn aiiccest
fully complete with the American
product. When that day arrives
