THS JURY SYSTEM.
The (salts and failures of the
jury system sre the subject of
much comment in this country,
and the question of bettering the
matter ia under consideration.
The Troy Times says that advo
cate of jury reform are soniewkat
undecided how to interpret the
action upon thia subject taken by
the recent meeting of the Ameri
can Bar Association in Boston. A
majority of the committee on
remedial procedure, to which was
referred the question of the ad visa-
bility of changing the system of
trial by jury, teporhd in favor of
allowing a three-fourths vote to
decide a verdict in civil cases. A
minority reported adversely to any
change and pending a final vote
the entire issue was postponed
one year. When grave and
reverend jurists disagree it should
not be expected that laymen or
jurymen, either will be unani
mous. The proposed reform is
one striking so vitally at the wel
fare of society that caution and
the utmost deliberation are
proper antecedents to any conclu
sion. Yet in view of the many
instances wherein the unanimity
rule has led to hopeless disagree
ments, great expense and some
times bitter enmities without in
the least promoting justice, it
looks ae if the preponderance of
fairness were on the side of a
three-fouiths requirement. Ex
penmentally the success of this
reform in civil cases has been fully
eqaal to the expectations of its
advocates. Nor have those states
in which unanimity ia no longer
required exhibited any symptoms
of regret at the change It is
noteworthy in this connection that
in Minnesota a constitutional
amendment has recently been
adopted empowering the legisla
ture at its discretion to adopt the
five-sixths rule in civil cases. This
amendment, baying been passed
by popular fote, is evidence that
jury reform is growing in favor, at
least in the West. The fact
should be borne in mind that no
change is meditated aga:nst the
unanimity rule in criminal cases
It is true that disagreements here
are many and annoying; but it it)
(also true that the risks in any
moderation are more serious.
Hence the wisdom of a majority
rule would have to be unerringly
established in civil rates before
the question of applying it to
criminal juris-prudence would be
generally considered. Yet the
fact that the advocates of the
old system in civil trials are already
in the minority among the re
medial procedure committeemen
pf the American Bar Association is
satisfactory prcof that the reform
is marching on.

It certainly looks as though a
change of dynasty might be im
pending, but whether that would
make matters any better cannot
be said. China will have to learn
to keep faith with other nations,
no matter whether a Tartar or a
Chinese Emperor be seated on the
throne.
There is no question of the fact
that tin of American manufacture
is now an article of commerce in
this country. The industry is
fairly started and will grow year

at Corvallie, through Prof. II. T.
French, will send to any farmer in
the state who applies for it, and
agrees to give it careful cultiva
tion, two varieties of new wheat

Dispatches from London say that
the Chinese government is appar
ently much alarmed at the stand
taken by the foreign powers. Ifau
Ching Chang, the Chiness embass
ador to the European courts, has
recently been in St. Petersburg,
where he succeeded, it is claimed,
in inducing the Russian govern
ment to withdraw from the joint
action projected by the powers.
He has also been to Berlin to try
to persuade Germany to withdraw
but his mission is understood. to
have been unsuccessful.
The Paris correspondent of the
London Times says that it is known
in Paris that the governors of
the Chinese provinces in which
the riots occurred have distinctly
declined to be1 held responsible
therefor, and have declared it im
possible to pay the indemnity.
The inference to be drawn is that
the Chinese circular to the powers
