AXSEXATIOS TALK.
The subject of becoming one of
these free and independent states,
by annexation to the Union is
often heard ef lately, and is one
that calls for a very careful con
sideration. The latest scheme of
that nature emanates from the
Sandwich Islands. This matter
is rather forcibly impressed upon
the peoples minds by the repre
sen tat ion that Great Britain look
ing in that direction, with longing
eyes of conquest and domination,
and that the Queen of the
kingdom, who lately came to the
throne, is highly enamored of the
British lion and anxious to become
Bis willing captive. VI course
such a statement would naturally
inflame the minds of citizens of
the United States and cause them
to conceive a plan of getting ahead
of the aforesaid rapacious lion.
That at least was about the tenor
of a dispatch that lately came
from Washington, and about
which the Chronicle pertinently
remarks that it bears intrinsic
evidence of having been concocted
in Washington for a purpose. The
plan evidently is to stir np the
question of annexation, so as to
induce the United States to take
some definite steps towards bring
ing Hawaii under the American
flag. To effect this this the danger
of annexation by England is sug
gested, it being apparent that this
would arouse American sentiment
and lead to the expression of opin
ion that if the Hawaiian islands
are to.be annexed at all it mutt
be by the United States.
The English press hasexpiessed
itself quite recently on this sub
ject. One of the leading journals
of London pooh-poohed the whole
subject of annexation, saying that
while it did not admit the validity
or force of the Monroe doctrine to
the extent claimed by the United
States, it did concede its appli
cability in the case of the Hawaiian
Inlands.
It may be surmised very easily
that the undeilying idea in
this annexation talk is the
2 cents bounty on an annual sugar
crop of something like like 240,
000,000 pounds. It may be that
the islands are worth that pre
mium, or it may be that the price
is excessive; but in either event if
the United States wants Hawaii
she must get it upon a full and
clear understanding and on her
own metion, and not be dtiven in
t itby a scare of British n exi
tioni Wj could probably secure
the islands with very little trouble
but Ithe question is whether the
bargain would be a profitable one
for us. It certainly would be for
the Hawaiian sugar planters.
THB RUSSIAN SYSTEM.
A fnll understanding of the
Russian system of government
gives a key to the true inwardness
of the nihilistic plots and actions,
llaruld Frederic, in his letters
from that country, gives a better
understanding than has heretofore
been given in this country :
For example, he says that we
must realize, first of all, that all
oiler the empire administrative
piwer is above the law. In Anglo-
Mixon countries, says Mr. Frcder
id, when we speak of the law
abiding community we mean that
the people therein obey the laws
and give the officials appointed to
administer the law the minimum
of trouble. Theie is no equivalent
phrase in Russian, for there is no
need for one. That the people
obey is taken for granted, but
what they obey is not a well
defined and understood body of
laws, but the ciders of the official,
w,hich may or may not be law.
'The vico oi such a system ot
government is obvious. While
every official claims and exercises
the right of construing laws and
decrees as he tees fit, and the peo-
pie concede hit right eo to do, there
can be no mch thins; as private
right in the tenae in which we
understand them. Caprice and
whim are substituted for statutes,
and the dictatorial notions of some
roan clothed in a little brief
authority for judicial decisions.
Under such a system it is no
wonder that aihilstic plots and
assassinations take place, and
that people in abject dispair ruch
into such proceedings with a full
knowledge! that death is a sure
and aosolute result.
Tuk true inwardness of Chinese
residence in this country, must be
fully investigated before it is un
derstood. On this coast it is
pretty well known and appreciated
but in the east the first inception
of it is yet on investigation and a
full knowledge has not yet been
arrived at. The Chronicle refers
to the fact that the Chinese are
making great progress in Brooklyn,
if we may trust the accounts which
inform us that the girl teachers in
a Baptist Sunday school are ac
cepting the attentions of Chinese
pupils with a view to matrimony.
The superintendent of the Sunday
school is indignant because the
teachers have been adversely
criticised, and says that she sees
no good reason w hy a girl should
not marry a Chinese if she loves
him, and adds : "I never heard
of Chinese going to a divorce
court." True enough. They
don't go there because they regard
the process as expensive and alto
gether unnecessary. Instead they
simply take another wife or two,
or add to their harem of concu
bines if they can afford the luxury.
Oh, they are nice moral
creatures, and it is a pity the
supeiintendent was not tied up to
one of them.
