A famis in this nineteenth
century is a curions condition of
affairs, bat such actually seema to
be the situation in despotic Russia.
The Boston IIrald says tbat the
effect of driving the Jews out ol
Russia, which now threatens to
be enlarged to an edict of expul
sion for all foreigners, has been to
remove a great number of people
who are intermediaries between
the Russian farmer and the con
sumer. The Jews have been in
tb.9 tabit of furnishing these
peasants advances ou their crops,
which are used in pa lug the
laborers who gather the harvest,
purchasing substantially the crop
of grain and finding a market for
it. Sow, in districts where the
Si. Petersburg policy has prevailed
the crops are rotting on the
ground, and this is at a time when
Russia has a deficient supply, and
will be compelled to use every
effert to meet the needs of its own
people. The result is that famine
already threatens tiie country, and
the sufferings of the Jews, who
have been to a large extent the
movers of the crops, are only the
beginning of the sufferings which
the Russian peasant farmers will
be obliged to undergo because th
people on whom they have here
tofore depended to g'.ve tiieir crops
rdarket are driven out of the
country. It looks as if providence
and economies had determined
that this great wrong should pro
ceed no further, and as if Russia
might speedily be involved in a
widely extended famine that will
be felt in all the agricultural dis
tinct of the empire, which means
very nearly the whole country.!
Russia is the oa'.y nation in the
world that has attempted to drive
outside of its borders every race
that is not represented in its
original stock, and ia modern
civilization this is an attempt to
turn the dial of time backward,
and wrestle fatally with light and
progress. If Russia learns, at the
awful cost of a famine throughout
the empire, that it can jo t be with
out the Jews, terribly expensive
as the lesson will prove, it may be
the only way in which it can be
effectively taught.
Tub convict labor question is
one of special importance ell over
the country and one that is caus
ing much note and comment. The
Post-Intelligencer says that the
Tennessee legislature has refused
to abrogate the cruel convict lease
system, which places the convicts
completely under control of the
contractor and removes them from
that official oversight which is
necessary to prevent abuse. The
penal system of the South, by the
confession of Governor Gordon, of
Georgia; of George W. Cable, of
Louisiana; of the governor of
Alabama and the leading Southern
press, disgraces the country and
the age by its barbarities. The
convict camps in Aakaneas in 1888
were ! denounced by the leading
paper of the state undtr the
caption, "A Hell in Arkansas,
Mississippi is the only state that
has abolished the conviet lease
system, and made preparations for
dealing with criminals according
to. modern methods. Under the
new Mississippi constitution con
vict leasing is extinct, and here
after Mississippi criminals will be
employed upon the levees and
Other state work, instead of being
left to contractors, and made to
labor as the slaves of highest
bidder. The slate will also pur
chase a tract of land, and set the
the reserve of bres .d-making grains
throughout Europe. This sum
mer's story of disaster means a
further depletiou. But for the
wonderful yield of our Northern
prairies famine itself would be in
sight in more than one unhappy
land. It now requires to feed
eating humanity at least 3,500,000
bushels of wheat and rye, accord
ing to a carefully prepared article
in the New York Sun. This im
peratlve demand is annually
augmented at the rate of 40,000,
000 bushels ; for there are at least
6,000,000 new mouths to be fed
every year in Europe. Were it
not for America's big crops this
year it looks as if the world, or a
portion of it would go hungry, or
be forced to live on potatoes and
fish.
The writer does not claim to le
a political prophet, or the son of
a prophet, but it requires neither
to reach the conclusion tbat in the
coming presidential contest the
real element of uncertainty about
Mr. Blaine's nomination will be
his health. If he emerges from
his recent illness with his usual
vigor he will certainly stand fore
most in the list of republican
candidates.
Minister Eagan, our representa
tive at the Chilian capital, has
been made the subject of pretty
strong criticisms, probably with
out any foundation whatever.
Later reports will show that the
minister performed bis duty in a
thorough manner and with good
judgement.
It is estimated that the total
tonnage which will pass through
the Nicaragua Canal when com
pie ted will be ten million tons per
annum. This is equal to five large

size a day;
