Assistant Secretary of the Treas
ury Spaulding has been on a visit
of inspection to the customs ports
of entry on the northwestern
frontier of the United States, and
has discovered for himself that
Chinese are illegally entering this
country in gieat numbers from
British Columbia and Canada.
The British customs officers at
Vancouver say that between Janu
ary 1 and July 1, 1801, there were
disembarked at that port 7'JOO
Chinese, 95 per cent of whom weie
bound for the United States, and
that in their opinion 7000 of this
number bave already crossed the
border or are scattered along the
line waiting for a chance to slip
in. "
This is no news to people on
this coast. They have known all
along that the exclusion act was
being constantly evaded along our
northern frontier, that we have
only shut the front gate and left
the side and back gates wide open,
and that the Chinese were laugh
ins; in their voluminous sleeves at
the simplicity of the United States
government in believing that clos
ing the seaports against them
would keep them out.
Now that a government officer
of the rank and standing, of an
assistant secretary of the treasury
has had the facts impressed upon
him by his personal observation it
may be that something will be
done to render the exclusion act
effective.
The story of the kidnaping of a
sane Englishman and his im
prisonment in an English lunatic
asylum has all the elements of
fiction, but it has not the ring of
truth. There ia no corroborative
detail, no motive shown for so
grave a crime. Ninety-nine
stories out of a hundred told by
inmates of insano asylums prove
to be pure fiction, but it is worth
while investigating them if tha
hundredth case turns out to be a
genuine bit of injustice.

beyond control with such
furnace blast to feed its devouring

upward tendencey. The wheat in
the rYillamette Valley is about all
harvested. Comparatively little
of it has thus far been sold. The
crop will distribute no small
amount of wealth in the valley
this fall.
It is to be hoped the Oregon
Pacific employes will now receive
their pay, which is long over due.
