At the present time all of the
commercial interests swing upon
the price of grain. The Philadel
phia IVess, of course shaking of
the situation in the East says :
Frost threatened the crops last
week. London bought stocks.
"Wheat fell. The New Yoik stock
market showed a reaction in
prices, but closed higher than it
opened. Bonds are in rising de
mand. These isolated facts bore
no apparent connection. None
probably existed. Until three
weeks hence, when the corn crop
is secure, the exact relation be
tween cereal demands on Europe
and cereal supplies here cannot
be known. Until it is, prices can
not be considered settled. FroBts
should have advanced wheat.
They did not. Wheat fell laut
week 5 cents a bushel, corn
cents though earlier in the week
it fell 4 cents, recovering 2 cents
later and oats fell 2,' cents in
bushel. This came in a week
which saw the first shadow thrown
on the largest crops of the genera
tion. But whether wheat rises far
higher than now or not, and the
probability is that it will, the
money value of the food exports of
the L meed States is certain to be
far above last year. In the fiscal
year just closed, animals, bread
bttilTs, and provisions were ex
ported to the amount of 300,0(J5,-
13. Wheat will add at least
1100,000,000 to this sum, and it
would be a low estimate to place
the total probable increase at $125,
000,000, with the chances for a
higher figure. This alone is
enough to warrant the increased
buying of American railroad,
securities in London and to set
gold in motion to this country.
With this certainty, business
prosperity is certain to come.
While wheat has advanced and
corn may, it must be remembered
that the aggregate cost of living is
going to be raised very little, and
that this is the only country in
the civilized world in which it will
not be. The reduction in the price
of suar and cotTee to the average
family in this country during the
current fiscal year, taking current
quotations, proinices to be greater '
than an any advance in wheat
and corn. The European market
manufactures is straightened be
cause breadstmls have risen, and
sugar has not fallen. Here the
home market for manufactures is
enlarged for farmers by their pofits
and it is not straitened for others,
The practical deduction from these
conditions is a large consumption
at low prices. Nowhere do prices
advance. The iron market is on
changed. None of the lesser
metals rise, tl ough tin slightly

any other, broke last week, and
the price of crude rubber fell
heavily. Leather continues lo

the woolen mills are reported

satisfactory. Cotton advanced
last week on the strength of re
ports of injury to the crops. As
over one-tiftli of the last cotton
crop is to-day ii stock, and this
stock is 50 per cent larger than
the average stock at this period for
three years past, the world is
tolerably well supplied with cotton
at the opeaing of the new crop
year, and prices even with last
week's advance are nearly two-
thirds the average for the three
years previous to this one. With
these prices it ia not surprising
that cotton is coming forward very
slowly. Cheap prices have, how
ever, stimulated consumption. The
milU, North and outb, together
have taken in the past crop year
2,571 ,C-i5 bales against 2,208,019
last year, an increase of 304,326, or
one-seventh. This, however, is
small consolation to the southern
farmer, who is going through the
same phase of overproduction
which the Western farmer has en
dured for the past five years. Call
loans last week in New York aver
aged only 2,'i per cent, though a
5 per cent rate was quoted on Fri
day. This is far lower than the
quotation for "money" in the last
week ia August in years considered
prosperous, in otner wordp, in
spite of the very large crop move
ment, the demand for credit East
or West is still light. This is
variously interpreted, but it can
not be considered favorable.
Money is "dull" because credit is
not in demand. At the same time
imports are increasing rapidly as
compared with last year. For the
four weeks in August imports at
New York-tbis year were $43,163,
557 against $35,736,053 last year,
and advance of $6,417,614. This
points to an increase for the
country of about $9,000,000. This
is in marked contrast with July.
when imports for the country were
$13,219,000 less than July, 1890.

The Germans propose to adopt
stringent laws to prevent the
growth of drunkenness, which has
been inci easing alarmingly of late.
Some of the provisions of the new
law are quite drastic, but there ia
no doubt that they will operate
beneficially, as they are likely to
be enforced. The great trouble
with the laws for the regulation of
the rquor traffic in this country is
their lax or non-enforcement. But
in Germany if regulation is re
solved upon it may be reasonablv
concluded that the back door busi
ness will be considerable.
