Albany and Salem.
On of the dashing, dudieh,
recruiting ollicers of the U. S.
army, who recently cut a swell
in Albany, spent his time iu mak
ing "umphes" upon giddy girls,
and finally left without paying a
hill or two which he had contract
ed, has left even a more unenvi
able reputation at Salem, that of
debauching young girls. The
Statesman says of him :
"A silly young girl, who does
housework not far from the busi
ness portion of the city, went to a
Salem physician not long since
and told him she was in a delicate
condition, tor which eha wished to
be treated, brie was informed
that was not a part of the legiti
professicn in fact a penitentiary
offense. She no donbt went else:
where and succeeded in her mis
sion. She claimed that she had
been too intimate with one of the
recruitinf ollicers of the United
States regular army stationed here
and that he had promised to
marry her. The poor, fool girl
was, of course, dazzled by the
officer's bright uniform and brass
buttons. And there are other silly
housemaids here who have been
dazzled by these bright uniforms
and brass buttons. A watch
should have been kept upon them
by their misstresses and these
ollicers should be severely punish
ed for their criminal conduct.
Such men should not be sent out
at all as recruiting officers. Of
course this scoundrel had no inten
tion of marrying this weak and
foolish girl. He couldn't support
himself outside of the lazy and
unambitious position he holds."
This festive army officer ought
to be called in by the government,
clad in stripes and put to work
with his head shaved behind the
bars, where he belong?, and a
respectable man sent out in his
place.
The Albany Colter.
The Albany Collegiate Institu e
will reopen on Monday with flat
tering prispects for a successful
school year. Some material im
provements have been made in the
building, which will increase the
faculties of the school. A new
recitation room with appliances
for chemistry studies has been
finished and new furniture has
beer, added. The most striking
improvement is a counting room,
where a practical course in book
keeping will be taught. The room
is provided with bank counters,
business offices and exchange
desks, where an actual commercial
business will be carried on, money
iutes and accounts being used in
actual transactions, which will
teach pupils practical business
methods as well as book-keeping.
The faculty has been increased and
every department is complete.
The school is in a healthy condi
tion and students will receive ad
vantages of one of the best institu
tions of learning in Oregon.
Kara l'rcaance of Mlad.
Almost a disastrous fire occurred
Friday evening at the residence of
Mr. L. E. Blain. During their
absence a lighted lamp fell irom
table, and was shattered in pieces
upon the carpet. The hired girl.
who was up-stairs, heard the
crash and hastened down. She
found that the burning cil had
ignited the lace cui tains and
burned a hole in the carpet. She
hastily seized a sack of ealt from
the pantry and emptied it into the
tlame and tore down the blazing
curtains. The ealt smothered the
fire and it wai extinguished with
out great damage. The adjuster
of the .Northwest Insurance Co,
Mr. E. L. Thompson, was on the
scene yesterday and paid the loss
in full within 24 hours after the
h re, which is certainly enough to
deserve credit for promptness.
Two Marrlad Couplaa Arrested
The Hkbai.d's dispatches this
morning from Salem contain a
racy account of the doings of two
voting photographers, who nave
been in this city recently. It
seems that they were married at
the capital city, only to be nipped,
along with their brides, on return
ing to Albany, by being placed
under arrest for perjury, They
will be taken to Salem for trial.
Later. The father and brother
of the girls arrived in this city last
evening and the girls will go back
to Salem with them to-day. lhe
newlv made husbands were incar
cerated in the county tail. They
had on their persons four tickets
for San Francisco and $00 in
money.

pay. They should have all their
money, and if the court is any

Congressman Dinger Hermann
arrived in this city yesterday
morning, and spent a portion of
the day among his friends in Al
bany. He said he was pleased
with the growth and progress cf
this city, and the evidences of
prosperty on every land.
Mr. Hermann has just returned
from Yaquinabiy. The object of
his visit there was to look in'o the
government work nw in progress
on the harbor and to ascertain
what addtioiial legislation may be
required to cany it on succppshilly.
Mr. Hermann will also vis-it. the
Siletz Indian reservation, into the
conduct of which he will make a
thorough investiga'ion. He will
then go over to Tillam ok bay and
the Nehalem, and also to the
mouth of the Columbia to receive
suggestions from the ollicers in
charge of the government
improvements at those points,
as to further needs in the matter
of appropriations, etc. Mr. Her
mann will leave for Washington
about the middle of November.

The annual meeting of the Ore
gon State Board of Commerce will
be held at the quarters of the
chamber Df commerce in Portland
October 7. In the call for the
meeting just issued, attention is
called to the fact that the consti
tution of the board provides that
when any constituent body shal
desire to present a subject for the
consideration of the board it thai I
do so in a written paper, to be
placed in the hands of the secre
tary at least twenty days previous
to the meeting. In accordance,
all boards of trade and chamber of
commerce in the state are invited
io forward to Secretary Randolph,
before September 1", questions it
may wish to have considered at
the meeting. Referring to the
world's fair the call says :
You are doubtless aware of the
fact that a meeting called by tht
State Board of Agriculture, in
June last, for the consideration
of the subject of an Oregon ex
hibit at the World's Columbian
Exposition at Chicago in 18'J3,
without any other action referred
the whole question to this board.
For reasons which will be ex
plained to the meeting it has not
been deemed wise to move iu this
matter until the board phall meet
in its regular annual session, when
it is hoped the subject will receive
that consideration which its im
portance seems to justly demand ;
and it would doubtles be desirable
that your delegates should in ad
vance become familiar with the
feeling in your community, and,
as far as possible, thorougout the
state, in respect to the probable
success of any effort on the part of
the board to secure the means of
making a creditable display, on
behalf of the state, at the exposi
tion. It certainly is to be hoped
that the delegates in their wiedo n,
and by a comparison of views, may
he able to devise some plan which
will relieve the state from the dis
credit of standing aloof from this
great enterprise, in which all her
sister states eeem to be preparing
to take a part.

the other day by Master Mechanic
Hume for some trivial cause. He
had no inonev because the com
pany is behind in their payments
ol the men. lie was not even
given free transportation to leave,
but bought a ticket to this city

He is an industrious middle aged
man and has a lamily. He is said
also to be a skilled workman.
