CHILE.
Chile is divided into eighteen
provinces, comprising sixty-one
departments and four territories
The legislative power is vested in
the national congress, composed of
a chamber of deputies, 115 mem.
bers, elected by the departments
for a term of three years ; and a
senate, thirty-seven members,
elected for a term of six years by a
direct vote of the provinces. The
executive power 'is exercised by
the president of the republic,
elected by the people for a term of
five years, and not eligible to re
election, except after an interval
of one term. A supreme court,
composed of seven magistrates ap
pointed by the president, is vested
with the judicial power. They
reside in the capital, and their
jurisdiction extends throughout
the republic, and subject to re-
noval only upon just cause. The
capital of Chile is Santiago. Pop
ulation 237,000. The total area of
Chile is 340,179 square miles and
its total population about 2,500,
000. The principal poit of Chiie,
Valparaiso, has a population of
of about 100,000. The northern
part of Chile, which was the
stronghold of the recent insurgent
congressional party, includes
Autofagasta and Tarapica, and
were acquired by conquest from
Peru and Bolivia. These provinces
include the nitrate district and
had a population of about 35,000
before the rapture with Balmaceda.
Chile's principal exports are salt
peter, to the amount of $30,000,000
annually, and minerals. The
total annual exports are about
$70,000,000, and the total imports
about $55,000,000. The annual
revenue before the war was about
$50,000,000 and the annual ex
penditures about $47,000,000. Be
fore the war the Chilian navy
consisted of 27 vessels, as follows :
Two ironolads, 1 monitor, 2 cor
vettes, 2 cruisers, 4 steam trans
ports, 2 frigates, 3 steam tugs and
11 torpedo boats. The number of
effective seamen and officers in
the service, 1,200. The merchant
marine number 74 vessels of all
grades.
The regular army of the republic
' was in 1888 5,700, and up to that
data had never exceeded 3,500
men in times of peace. In 1881
there were 22,000 men in the field,
and over 00,000 had been enlisted.
The National Guards, liable to be
called into active service, were
only 20,400. The republic pos
sessed 500 cannon and 100,000
stand of arms. All her forts are
well fortified.
The religion is Roman Catholic,
but Protestantism is tolerated.
The state church has one arch
bishop, nominated by the presi
dent and confirmed by the pope ;
also three bishops, each of whom
receives $6,000 per annum. Other
revenues of the church, in 1S81,
amounted to $237,030. The tithes,
appropriated by the state since
1850. amout to about $1,200,000.

Protestant congregations sustain
their own congregations.
By the treaty of Buenos Ay res,
July 23, 1S81, with the Argentine
Republic, a part of Patagonia and
Fuego, about 75,000 square miles,
were annexed to Chile ; the terri
tory of Autofagasta win ceded by
Bolivia April 14, 1884; Tarapaca
was surrendered by Peru ctober
20, 1883; the territory of Tacna
remains with Chile for ten years
(until 18!3), when a plebiscite is
to decide whether it is to revert
to Teru.
Chile declared independence of
Spain September 18th, 1810, which
was fully tecured May 5th, 181S.

now be said to be in the steel age,
In mechanical progress is running
almost wholly into steel. The
liailway Age snys that the rapidity
with which steel rails have con
tinued to replace those of iroii in
the railways of this country is re
markable. In 1SSJ there were
down 33.0S0 miles of steel rail?,
out of 115,047 miles of road re
ported upon, or 2y.l per cent. In
18S5 the steel rails had increased
to 105,724 miles, or 02.9 per cent,
and at the end of lS'.H) according to
Poor's Manual steel rail milage
had reached 177,000 miles, or 80.4
per cent of the whole milage re
ported, including sidings and other
tracks. The increase Eeetna to
have averaged more than five per
cent each year, and at that rate it
will take only about two years to
remove the last iron rails used on
railways in the United States.
