marks from Oregon's newspaper,
the first since he was misplaced in
the Kansas senatorial light. This
commendation comes from Mr.
Ingalls having uttered an unan
swerable truth according to the
Oregon ian 'a view of the case. In
a recent lecture Mr. Ingallj said
that millionaires in this country
existed became they had more
brains than their fellow men and
by virtue of this brain power were
enabled to accumulate their
millions. This view of the cast
coincides with the Oregonian's idea
which is taken from the standpoint
of tti3 millionaires themselves, and
therefore it ekes out a few words
of praise for Mr. Ingalls. Tbe
particular point that finds favor
with the Oregonian, however, is J
not that Mr. Ingalls speaks the!
truth this time, but that he
enunciates a seemingly telling
blow against the peop'e in the
controversy between the money
power and the people.
Ttie fact is that no more errone
ous conclusion was ever arrived at
by Mr. ngalls. It is not a mark
of superiority of brain power,
when a iiian has tbe control of all
of the flour manufactured in the
world to add a few cents per
pound abjve its actual worth, to
the price and force starving people
to pay that price, and thus pro
duce bis millionaire possessions.
' It might perhaps be called cun
ning, and it does at present com
mand admiration as shown in
the attitude of both Mr. Ingalls
and the Oregonian but carefully
subjected to a Diogeniau lantern
scrutiny and it bears more of the
impress of the stand and deliver
of the highwayman.
Take another instance : the man
that possesses the only skiff in
existence whereby people who
must reach their homes, must
cross the ether wise impassable
river ; does any of thbt wonderful
superiority of brains spoken of,
when he makes the people pay a
tar i IF for crossing that secures him
the fortune that makes aim the
millionaire, show up in this case?
Certainly not, for it was a quality
U'tr'trent Iroiu intellectual su-
peiiority that enables hita to cap
ture the situation for his personal
aggrandisement.
Yet the application of the two
principles mentioned is the actual
foundation for nearly all of the
millionaire accumulations in the
country, and it is for ttiat reason
that a direct opposition to them
exists in the hearts and minds of
the people.
Undoubtedly there exists a gi eat
amount of feeling, akin almost to
adoration, for the persons endowed
with ijie power that these immense
posseceions seem to carry with
them, but the vast majority oi
people, if they would stop to fully
consider the subject, would leave
that adoration for the duett above
mentioned Mr. Ingalls aud the
Oregonian to sing together.
Wealth of itself should not convey
a patent to esteem, but rather the
employment of wealth in a manner
to benefit and enlarge the sphere
of hvuuan beings on earth, as well
as its possession, should be the
measure by which to gauge esti
mation. Tuts improvements made in ex
plosives and small arms within
the few years Uneaten to change
so radically the science of war
that the tacticians of Europe have
been greatly disconcerted, not be
ing able to decide bow the armies
of the future are to be maneuvered.
Smokeless power eeenied to set at
naught all the received rules of
strategy, and the most experi
enced generals, rn n agony of
doubt, debated among themselves
and in military reviews how they
could best protect their own forces
that could dot with difficulty be
concealed, and inflict serious losses
upon an enemy endeavoring to
deploy its soldiers under the same
difficulties. The question has
since been further complicated by
the adoption for nearly all the
armies of the great powers of a
rifle of small caliber. The ball or
cartridge of the new gun of small
caliber is sheathed with steel, and
if it explodes in the body makes a
wound about as dangerous as that
of the rifle of larger bore. The
French experts agree- with the
German in regard to the wounds
inflicted at the shorter ranges,
that is to say they are smaller,
and there is less damage done to
veins, arteries, bones bones and
muscles. Hut at the distance of
three-quarters of a mile or more
the case is reversed, at least for
the Lebel rifle. . Then the fracture
of bones and other lessons become
more complicated, and as in
battles fought- with the new
weapons most of the wounds will
be inflicted at long range the
humanitarian valua of the rifle
of small caliber is far from being
proved.
A movement has bqgn inaugur
ated at Washington by which it is
intended to express tl e sentiment
of gratitude which the people of
this country hold toward France
for the generous aid extended by
that country in our struggle for in
dependence. It is proposed to
present a bronze copy of Ilondon's
famous statue of Washington to
the people of France, and it is to
be known as the gift of the women
of America. To this end an asso
ciation has been formed, of which
Mrs. Stephen J. Field is the
president, which has Undertaken
to collect the means necessary and
to see the plan successfully carried
out. Every patriotic American
will appreciate the peculiar fitness
of the idea, and there should not
be the least ditliculty in obtaining
the necessary fttada.

Fair and that it is highly probable
that they will take advantage of
the event to visit the United
