The project of traveling around
the world by railroad, is one that
has been deemed visionary. But
it seems nearer being realized
than the most veteran enthusiast
has as yet anticipated. The. New
York Times notes that the formal
beginning of work on the Trans-
Siberian railroad at Vladivostok
set in practical motion a project
which can hardly fail to have
much influence on the world's
trade as well as on the commercial
and military future of Russia. By
beginning at the eastern end of
the great line, where but one
route is under consideration, it
will be possible to reconsider
the various routes and methods
at suggested at more westerly
points, some of which contem
plates using existing water con
nections, at least first in order to
avoid the great cost of an all-rail
line. Doubtless, Russia is under
taking the great enterprise largely
for strategic seasons, but commer
cial considerations might well
have their weight, since the rail
way will open a new route for the
products of China and Japan. It
has been reported that the enter
prise will be pushed with such
energy as to insure its completion
within five years; but the charac
ter of the country and the obstacles
and delays of winter weather
saake this a doubtful calculation
'With this road once built, the old
'project of journeying from Ameiica
to Asia by rail, with a road con

necting with a northward brand
of the one now begun at Vladivo
stok, may seem one step nearer
practicability, although it may be
admitted that a good many years
would have to elapse before it
would pay.
The stories of wild men being
caught periodically come around
The latest is from Arizona, where
one was arrested in a nude state
and is confined in the jail at
Tombstone, on the charge of in
decent exposure, but with the
Idea that he will prove to be a
criminal. The Chronicle thinks
that the wild man of Arizona who
insists on calling himself "O.
Homo" will probably tnrn to be
nothing more nor less than a
1 crank. The theory that he is a
criminal is scarcely tenable.
Modern criminals do not strip
themselves stark naked aud take
to- the desert. They are much
more apt to hie them to the great
cities and clothe themselves in
purple and fine linen, trusting to
the respectability of their appear
ance to carry them through. Mr.
O. Homo" tri res no indication or
being demented, unless every
eccentric person is to be deemed a
lunatic.
As long as the death penalty
is continued as a part of the crim
inal code of the country, mistakes
will occur of course, ana lives be
taken under conditions similar to
the one referred to by the Chroni
cle, when it says that the danger
of inflicting the death penalty up
on circumstantial evidence alone
is clearly shown in the case of the
man Marion, hanged at Beatrice,
Neb., four years ago for the alleged
murder of a former partner named
Cameron. Now Cameron turns
up alive, and teaches judges and
juries that the strongest apparent
chain of evidence may have a Haw
mat wm conueuin an innocent
man to the gallowS. The only
reparation possible is to clear the
memory of the victim from shame,
but It makes one shudder to think
what this innocent man's sensa
tions niUBt have been when he
was sent to the worst of deaths.

Ferry from the state of Washing
ton, Lieut. Gov. Laugh ton acted
as governor. Some peculiarities
marked Lis proceeding, and one of
those peculiar methods was to
proceed to purchase furniture for
the governor's office, a action that
should have certainly be left for
Gov, Ferry to attend to. This
furniture according to the filed
bills consisted of two desks. On
Got. Ferry's return and resump
tion of the office, which seems to
have been fitted up in- a new room,
he sent for these two desks. Im
agine his surprise when he found
that one of them was an apparent
ly actively used sideboard. As he
is a thorough temperance man he
is at loss to know what to do with
it. He should tarn it oyer to
Laughton and charge his account
with it.
Tub man who claims that he
can make it rain wherever and
whenever he pleases, will prob
ably get yery few believers to his
theory until he gives it a practical
demonstration. His appeal to the
government to pay him a million
dollars, for this theoretical know
ledge, will probably not receive
very much consideration espec
ially as he declines to make ex
periments sufficiently to show that
the thing is successful. The gov1
ernment will probably want
full quantity of its capabilities be
fore investing. If he wants his
million dollars he will have to
show that he can deliver the goods,
before he draws his pay.
Tub unfortunate dispute that
has arisen between the directors
of tiie Portland smelting works,
comes at a very inoppportune
time. It will undoubtedly re
tard operations there very much,
and just now mining interests are
in the ascendancy and the active
work of the reduction works is
called for. It is to be hoped that
the dispute will be settled speedily
and no serious clog be put upon
the working institution.
