WHAT JS THE OUTLOOK.
As far as human ken can pene
trate the immediate future, the
outlook fr the American hus
bandman ia extremely good. Of
course the speculative mania may
so influence the commercial trans
actions, as to cause low prices un
til the bulk of the magnificent
crop of this year luw been worked
out of the producers hands, but
most certainly the situation irives
promise for more remunerative
prices than have been paid for
many years even with the,-enoi-mous
surplus that will bo in sight
from the harvests.
Speaking of this surplus the
Henry Clews letter of latest date
says: "Our agricultural crops,
upon which nearly one-half of our
population are directly dependent,
afford upon the whole a promise
of unparalleled results. The
cotton crop seems likely to follow
close upon the great volume of
that of last year. The corn crop,
so far, indicates a result beyond
the average. And the output of
wheat is likely to surpass all pre
cedent. What quantity of wheat
we shall export, I leave to others
to predict ; what quantity we could
export, I leave to be inferred
Irotr. the fact that, during the
year ending July I, 1S01, we ex
ported 100,000,000 bushels of
wheat and flour, with a crop of
40U.UW.000 bushels, which was
140,000,000 bushels Ites than the
probable crop of the present year ;
from which it may be inferred
that our actual capacity for export
out of this year's crop will be con
sideraly over 200,000,000 bushels,
our highest previous expbrt hav
ing been ISG.000,000 bushels in
1881. The average value of our
annual exports of wheat and flour,
for the last seven years, has been
$108,000,000, the average export
price (reducing the flour to wheat)
having been 87J.i cents per bushel.
Should the experts out of this
crop reach 200,000,000 bushels
and the export price average $1,
the value of our shipments in
1S01!2 would exceed by .A2,000,
000 the average yearly ehipments
of the last seven years. On this
basis of valuation, the present
crop, estimated at 2 10,000,000 bu
shels.'would give to the farmers,
millers, ' carriers and handleis a
total result of $540,000,000 bushels,
against $o72,S00,000 as the value
of last year's crop of 400,000,000 i
bushels, valued at an average ex
port price oi cents per bu
shel. Results like these, upon
our three great crops, mean an in
valuable 1-oon to our great agri
cultural industry and to all other
industries dependent upon it. the
etlecta which cannot fail to be
soon felt in a marked ftvival of
botk'our internal and external
commerce,"
Since the transfer of the
Weather Bureau to the agricultural
department new stations have
leen established at The Needles
and at Barstow, on the Atlantic
and Fact tie Railway. Others are
to be established between Reno,
Nev., and Keeler, Cat., aad it is
expected that the 1'aciiic division
will be extended to cmbracee
Montana, Utah, New Mexico,
Colorado and Wyoming. Con
gress and the county have become
aroused to the importance and
valuo of the b.ireau, and before
long the whole country will be- in
close telegraphic communication
with it at the seasons when the
weather ia of the greatest interest
to the farmers.
Tub myths of horrible creatures
that devour and devastate have
not all died out yet. It seems
likely that a new run of the
stories are likely to come on. The
latest one is from California, and
the Chronicle gives it credence
enough to aay that they have a
mystery at SeVma, Fresno county
which ia worthy of scientific in
vestigation. It is a winged mon
ster, half bird and half reptile,
which preys on the mudhens in
the troughs. It has "bit; phos
phorescent eyes nearly the sie of
a saucer," and its shrill scream
is terrifying. Two of the monsters
were fired upon by Selma sports
men, but though one of the birds
was wounded it managed toescae.
This reads like an additional tale
to that Arabian Nights, but it is
set down as actual fact by a
veracious J-elma editor.
The stories told by the refugee
Jews of the Russian persecution
are pitiful in the extreme. Not
content with driving theiu from
their homes, and confiscating
their property, the Russian au
thorities use means of personal
physical torture that are revolting
in the extreme. The suspending
a man by the wrists for two hours
forms a specimen of the inhuman
ites practiced.
The French people are making
every ellort to make the
largest an finest exhibit at
the Chicago Fair, that has ever
been made by that nation. Even
their artists, of whom it has been
said that for various reasons they
would not send their pictures
here for exhibition, are now ask
ing for space and will send some
of their best works here.
liiE reports of the extreme
cruelty of the official acts of Bal-
maceda, the Chilian president are
still j the burden of telegraphic
news. If all the reports sent out
are true, he puts in operation
methods as odious as any of the
old imiuisatorial torture. His
government seems to be odious
but prospectively successful.
