A number of reports from en
gineer officers in charge of river
and harbor improvements have
just been made public by the war
department. They show in a very
conclusive manner the vast im
portance of ttie work which is lie-
ing done at the public expense
and under the supervision of the
government. The work on this
coast is especially interesting, as
it demonstrates the capabilities of
the country for commercial uses
and points out the possibilities
which it may attain.
The coining congress is com
mitted, so far as the democratic
press can speak for it, to a oIicy
of retirement and reform. Its
programme, according to the
party organ-, will le to carry on
the government of a nation of 00,
000,000 people on the same scale
which was found adequate w hen
our population was 20,000,000 or
lesa. The voice of the democratic
prophet ia heard in the land and
be preaches reduction of public
expenditures with almost as much
sincerity as though he believed in
its possibility.
It is noticeable, however, that
all the advocates of retrenchment
show a line scorn for mutters of
de'ail. They favor retrenchment
and reform with a big K, but
when asked to specify the particu
lars in which public ex'ienditiires
can be diminished tluy take refuge
in silence. For example, if they
ehould be asked whether they
would advocate the cessation of
work on the Columbia, the Wil
lamette, Ya.piina or Coos Buy, the
most rabid reformer of them all
would not reply in the atlirma
tive, but still he would insist upon
retrenchment as vigorously as
ever.
The simple fact is that river and
harbor improvements cost money
and that the people of the Tinted
States demand that the public
money be spent for purposes of
improvement. A rigid economy is
proper and necessary, but it is
'safe to say that the coming con
gresa will not venture upon the
experiment of cjittinif oil river and
harbor improvements altogether
for the sake of making a record fot
retrenchment.

gration problem, which is now be
ing discussed throughout the
country to a far greater extent
than the average person realizes,
gives the statistics of newcomers
to the United States since
the year in which the official le
cord was begun. The grand total

than one-third of that enormous

over during the past decade ; and

having no trade or occupation.
This features of the iigures has
Wen given unusual importance,
as indicating the unfitness of fully
half the newcomers of the past 10
years to earn their living after
reaching this country. Such a
deduction, however, lacka force
when it ia considered that women
and children form a large percent
age of the new-comers. Undoubt
edly a considerable percentage
contributed to the pauperism and
crime which till our penal end
charitable institutions and are a
direct burden on the people oi
almost ecry community in the
land.
The Salvation Army has been
in existence just thirteen years.
This account of it is clipped from
an exchange. It had its origin in
a sensational way in the English
town of Whitby, in the rough coal
mining district of Yorkshire,
where General Booth, at that
time Itev. William Booth, was
doing humble mission work.
England was then in arms, ex
pecting to jump into the Russo
Turkish war. It occurred to
Booth that he might attract a
crowd by issuing a declaration of
war himself, so he prepared one
forthwith, sprinkled it plentifully
with hallelujahs and posted 2,000
copies of it about town. The de
vice tickled the British sense of
iiuindr, there was a "red-hot,
rousing meeting," to ipiote ti jn
eral Booth, "the pentitent fell
down in heaps," and the
Salvation Army sprang into life
full grown.
