was a most brilliant nttair. The
lawn was tastefully decorated and
the evening most pleasantly passed
away. A splendid lunch was
served.
On Monday a briifh tire was in
progress along the county road and
railroad track near Jclfcrtton and
on the John Weeks place. The
blaze had caught from the tires ui
campers and had swept overabont
a quarter of a mile of brush. The
railroad company had to fght it
awav from the track.

If one wishes to see a frontier
country uodetgoing a rapid
process of development, nowhere
can it perhaps be better observed
than up the Santiam on the line
of the Oregon Pacilic railroad.
The time was w hen the North
west whs the r.ome of the pioneer,
but the f ir West is no longer the
wild country it once was. The
advance. i ent of this statu from its
pioneer period to civilization, and
from civilization to refinement,
lun I ..'it but a few more remote lo
calities to the operations of fron
tier life.
Ttie advent ol the Oregon Pa
cific tailroad has proved a potent
factor in the development of the
I'pper Santiam country, and has
added to it" value in a commercial
wav, as well :u increasing its at
tra -t.veness as a haunt for tourists.
New towns have sprung up, and
new le.-mea dot the rich little val
leys along the course of the San
tiam far up into the heart of the
Cascade mountains. The trains
tun daily as far as llalstead, and
regularly twice a week to toe, b0
miles east of Albany. Some ideu
of the valuable resources of this
district can he obtained when it is
stated the eastward division of the
Oregon Pacific now pays about as
well as the road from Albany
westward to Y aquma. The w riter

above llalstead, who have been
holding their land by "squatter's
rights only, and have been wait

about to see their hopes realized,
as a force of government sin vey
ors are now completing the tin
finished survey of township 10,

townsinps immediately east in it
This will open up to actual settle
ment a broad area of the public
domain, which is' valuable for its
line timber, and as fruit lands, and
to which the settlers occupying it
have been unable to either im
prove or acquire title to it.
During the summer months the
number of people seeking pleas
ure, recreation and health, who
hie them to this wonderful region,
is a sleai'.ily increasing quantity,
and thee are rewarded in the full
est measure, for they find the
purest air, the coldest water and
moderaiclv g iod trout lishing in
the roaring Santiam and its clear
tributaries.

wagon road runs as far east ae
Brown's miil, and tiie Minto Pass
trail is a go-jd open trail for pack
hores across tiie mountains.
The la'gest saw-mill on the
river is al Mill City, operated by
the S mi iam Lumbering Co. The
mill at Niagara, or Brown's mill,
is being enlarged and its capacity
will soon bu fotv or liflv thousand
feet per dav.
At Lyons, Mals'ead, ( iatesvill
and at the new station oi Minto,
mills are also putting their lumber
products upon the m-r-et.
At Gatesville is the road inh
the Santiam mines, where tlie Al
bany Mining ."i Milling Co., and
Messrs. Woodin, Warner & Co.,
are already w orking the mines to
profit and arr..nriug to put in new
and enlarged mining machinery.
Fuither town the road are fer
tile vallcvs, w here w aving grain,
thrffty orchard - and neat farm
residences proclaim the richness
of the soil and tiie energy of the
people.
This country has better homes,
more people, greater products than
formerly. Its influence is felt in
tiie trade oi Albany, and w'th its
wtaltii of mineral, timber and
agri ailtuial resources, this will be

new tarilf sheet submitted by the
Southern Pacilic Company is an
advance on all present freig'it rates
except wheat, where a slight re
duction i offered. The commis
sion is otrered. The commission
is getting statistic s to make a just
svstem of rates.
The eet tiers on the surveyed
lands in Harney valley are taking
(he necessary steps toward having
their lands surveyed, and the mat
ter will s Km be presented to the
surveyor-general in due form.
This "will enable them to make
final proof, at an early day. Some
of them have very valuable,
ranches.
Thursday at La Grande the fron!
of one of the brick buildings being
erected there gave way in some
mysterious manner, and started to
fail outward. It was braced with
timbers, pushed back in place and
fastened with iron rods. Every
one is at a loss to account for the
building's strange behavior.

freshet of January and February,

all the dams, bat wiped out all the
fishing nets and schemes which
have haaipered the life out of the
finny tribe before thty ever get
out of Kogue river. This freshet
has done what the strictest state
laws and our puhlic officials most
signal:y failed to accomplish.
The prospects for a good' state
fair were never so flatlet ing, peo
ple say who know, as at present.
The' prizes have been increased,
and $1),000 isollered in premiums.
The grounds have been greatly
improved, enlarged and beautified,
and the electric car line now ruus
irom Salem to the grounds. The
fair opens September 15 and con
tinues one week..
Saturday afternoon a hound ran

after half an hour's struggle, suc
ceeded in injuring the little one to
badly it could not get up and some
of the boys went over and killed it
to end its misery. While the dog
was trying to kill it by biting its
hams, its cries were most pitiful
and plainly heard from the town.
