So many writers and spcakeis
have taken up the cudgel in be
half of the minority, and such a
verbosity of ntgument is made in
regard tJ the rights of the minor
ity, that it is well to look into the
matter a little. The Cilobe- dem
ocrat takes a practical view of the
situation when it says that in his
recent interesting address to the
graduates of the Yale law School,
J ii.it ice Brewer, of the United
States supreme court, advanced
the theory that the guarantees 0f
our constitution in favor of "lit,
liberty and the pursuit of happi
ness" are intended for the pro
tection of ihe minority against the
assaults of the majority. "The
true end of government," he de
clares, "is protection of the indi
vidual ; the majority can take care
of itself." This is a pretty and
popular way of putting the matter;
but is it really unite true and logi
cal? lias not the majority some
rights that the minority is bound
to respect? We certainly thought
so when we took up arms against
the slaveholders' rebellion and ex
pended so much blood and treas
ure to vindicate the authority of a
majority of the people to choose a
president in a legal ami honest
way. In various other lesser but
similar cases the po.ver of the
government has been used to teach
minorities the lesion of obedience
to the laws. Justice Urewer is
constantly passing npen issues
which involve the rights of major
ities as such, and deciding against
the minorities when their claims
conflict, as they usually d, with
constitutional principles and
obligations, which are not for the
individual, strictly speaking, but
for the who.e pjpuUtion. Our
system of government is founded
njxjri the idea of majority rule;
the majority is the government for
all practical purposes, and the in
dividual is not endowed with ar.y
special rights, but only with such
as below to his fellow-country-men
in common. It is true as Justice
fewer insists, that private
property is subject togoverntuental
attack only in three ways through
taxation, by eminent domain and
in the exercise of the Mjlice power ;
and it is also true, as he says, that
the constitution is to be const rued
as forbidding the destruction of
the value of such property in any
other way, without just and fair
compensation. LI lit this vie
does not cover the theory which
Justice I'.rewer presents to the
effect that the defining clause oi
the constitution is intended only
to guard the rights of the minority.
It freii.iently happens that an
element representing only a small
contingent of a cotnmunLy assails
and damages the interests of said
community on grounds of alleged
and plausible justice; but the
court! do not refuse to interefere
in such cases for the protection of
the majority. The mischief-mak
ing minority is compelled to delist
and to pay the enalties of statutes
enacted by the majority. It is
plain to see, therefore, that Justice
Brewer's tteory is contradicted by
so many exceptions that will not
bear close inspection. There is
nothing to be said against the
right of every class and every in
dividual to adequate protection in
person and property ; but to hold
that the constitution was made
for the minority and "the majority
can take care of itself" is a per
version of the true meaning and
established interpretation of that
document. The very court of
which Justice Brewer is such au
admirable member renders its
decisions by a majority vote ; the
dissenting opinions of the minority
of that great tribunal count for
nothing. This doctrine permeates
and dominates our whole political
structure, and has done so from
the eginning.

literary matters, it is generally
supposed belonged to this later
day and generation. l'ut such
does not seem to be the fact, for it
is said that the most prolific novel
ist the world has ever seen was
Lope de Vega (1552-1035.) It is
calculated that 21,300,000 of his
lines were actually printed, and
no less than 1,800 plays of his
composition were aeted upon the
stage. Montalvan records the
fact of his havinj wiittcn fifteen
acts in lil'teen days, making live
plays in a loitnight. If not re
membered for quality of work,
Vega holds a high place in literary
annals for 4'iantity.

ing, for the Japanese language is

one which requires a different
symbol. It is unite impossible
for one man to learn the entire
language, and a well educa'ed
Japanese is familiar with only
about 10,000 words.
