The South American govern
ments do not seem to be founded
upon the pure principals of equity
and justice that will give perman
ence and strength. Indeed they
seem to be fatally lacking some
where, for revolutions, dictators
and ambitious schemers in success
ful raies for arbitrary power, are
of frequent occurrence and almost
the rule rather than the exception.
Take for instance the Chile affair:
The congressional party in that
state are declared not to be insur
gents, but the upholders of law
and order.
The Chronicle Bays that this
agrees with the best information
which has been received trow
Chile since the war began. It
was asserted, and, we think, never
denied that President Balmaceda
was attempting to get around that
provision of the constitution
which forbids the immediate
re-election of a president by forc
ing the election of a dummy who
should act for him during his en
forced interregnum ; that he was
using the army to compel congress
to pass unconstitutional laws ; that
he was destroying the efficiency of
the navy, and that in other ways
he was gathering the reins ol
supreme power into his hands
with the intent to make himself
sole arbiter of the fate of Chile.
Of the cruelties and barbarities
charged against him since the war
began it is not worth while to
BDeak. not only because the case
has been, in all probability, very
much exaggerated, but because in
time of war necessary severity
may appear .ike extreme cruelty
to those who do not appreciate the
situation. Probably Balmaceda
has been neither better nor worse
than other men would have been
if similarly situated. His crime
ia not that of being a heartless
monster, but of navHg tried de
liberately to subvert the liberties
of Chile and to overthrow the
constitution which he has sworn
to uphold.
The effect of tariff laws must he
studied to be understood, for in
stance it ia said that linseed oil
sold a week ago in Chicago for 42
cent9 a gallon. The ruling price
is 47 cents, against 02 cents before
the new tariff. That measure in
creased the import duty from 2'i
cents to 32 cents a gallon. Add
ing this tax to the cost of the
article, on the authority of Grover
Cleveland, linseed oil should sell
for 94 cents a gallon, yet its ruling
price is only 47 cents, and it has
been sold, as stated, as low as 42
cents. Tin cans which sold last
( summer in Baltimore for $3 a
hundred are sold this year for $2 a
hundred, though the duty on tin
plate has been increased. Linen
thread has been reduced in price
an average of about 10 per cent in
all grades. Iress goods of all
kinds are cheaper,, manulactured
clothes for men and boys are much
cheaper ; in short, it is hard to
tiud any article in common use
outside the category of luxuries
which is not cheaper than it was
before the adoption of the new
tariff. In the light of these facts,
which can be easily verified and
substantiated by an honest and
straightforward comparison of
prices in svery home market, it is
very hard to comprehend the
wonderful groaning kept up over
the tariff tax?s. There is only
one explanation possible and that
is that partisans are unscrupulous
as to what they tell, if they think
they can win success there by.
An interesting feature of natural
changes ha9 recently been in pro
gress at Salton, Arizona on the
Southern Pacific road, where the
Colorado riyer started in to create
an inland lake. The latest report
from this desert lake shows that
the Colorado water is flowing into j
the desert witii so swui a current
that it is sure to cut away the
banks and thus establish a per
uiunent channel, If this proves
to he true the bed of the Colorado
way be diverted and the lake at
Salton may become a permanent
feature. The Colorado would then
probably fiod its way to the gulf
through the New river, or it might
seek an entirely new channel. In
any event, the changes would be
important and of the greatest in
terest to scientific men.
It is said that Michigan, Wis
consin and Minnesota lumbermen
own 1,224,262 acres of spruce and
cedar timber land in Washington,
on which the standing trees are
valued at $12,m;2,307. The aver
age product per acre when cut
will be 20,052 feet, and the total
product 25,209,700,01)0 feet, board
measure.
The periodical stories about
cannibalism have commenced
their annual round of the news
papers. From the ghoulish inten
sity of their recital and multitu
dinous number, there will probably
be more than the full quota of
human beings devoured by tht ir
fellow beings this season.
Citizen G. K. Thais has failed
to make the world circuit in 55
days, but he has been whirled
around the ball of earth fast
enough to beat Nellie Ply and his
own record, and gain notoriety,
which is all that ia necessary.
A branch of the Mormon church
in Missouri, that has been flour
ishing, is now suffering a decline.
The pastor forbade his members
to use tobacco, hence the falling
oil in members.
