THE CROl' OUTLOOK.
The producers of Oregon, as
well as tradesmen are looking for
ward to a bountiful harvest with
good prospects of healthy prices
for grain.
Carefully prepared estimates by
competent judges go to show that
the surplus this season will be as
much as that of last year, that is
550,000 tous, though some claim
that if there is a successful har
vest it will amount to ($00,000 tons,
which is the extreme estimate.
The surplus of the Willanntte
valley is not much larger than it
was ten years ago, as more land ia
iuw given up to other crops,
drchards, etc.
In round numbers the wheat
surplus of the Northwest for the
past year may be set down at
18,000,000 bushels. Ot tiiis 3,000,
000 bushels was from the Willam
ette valley and Eastern Oregon.
The most important feature in
foreign crop prospects is the fact
that the Russian crop, about
which the reports had been so
contradictory, is really certain to
be at least no more than an aver
age. The official report, in fact,
acknowledges a considerable
shortage in the winter wheat and
rye crops, but the spring wheat
has been increased, and the rain
came just in - time to prevent a
failure ot that crop also. It may
be taken for granted now that the
yield will not reach 240,000,000
bushels, which is the average of
the past five years. The Rouman
ian crop is in a similar condition,
viz. indicating less than an aver
age, but in Bulgaria a good yield
is expected.
Altogether, the general opinion
among grain men, is that though
fine weather this month and next
may cause a temporary drop in
values, the great needs of France,
Belgium, Germany and Italy next
season will soon make themselves
felt, and that prices for the har
vest about ready to begin will
open firm, and prove the best that
has been realized for several
years.
It is claimed that John Kocka-
leller could give every man,
woman and child in the United
States $2 each and still have left
the modest sum of $1,000,000,
William Waldorf As tor could do
the same thing, while Jay Gould
could give $1.60 each, and lave
left $300,000. But suppose such a
thing was done? The burden on
the producing people's shoulders
would not be lifted one bit. The
wrong lies not in the accumula
tion of money, but in the unjust
distribution of it those who re
ceive two dollars and give no cor
responding value back for it are as
much to blame for the present
condition of affairs as the rich trio
mentioned.
The glorious Fourth of July will
be celebrated throughout the
state to-day in a becoming and
patriotic manner. Albany a.id
Salem are the only important
cities in Oregon which will have
no celebration this year. The
citizens of Albany will go visiting
to-day, many to Huge ne, to Ya
quina, l'ortland and elsewhere.
The day will be observed as a
holiday here, most of the business
houses being closed.
Notwithstanding that Oregon
hops are said to be lousy there
will be a good crop in Oregon this
year, and prices promise to be
good. Some growers now claim
that the s j called hop louse is not
really that parasite at all, but an
insect much less destructive.
Tiikre is no longer any doubt as
to the wealth of the Santiam and
Calapooia mines, ami capital is
being invested in them which w ill
astonish the most skeptical in the
near future.

The conduct of some of the regi- .
mental olhVers in charge at the
encampment at Eugene, in enjoy
ing the comforts of their quarters,
surrounded by luxuries in the way
of a a ell filled refiigerator ami
other aristocratic belongings,
while the privates are subjected
to severe discipline on poorly
cooked rations in the hot open,
will not have a tendency to pro
mote the wellfare of the Oregon
National Guard. The various
companies are composed of ener
getic young men of spirit and good
seiue, and they should be treated
as such. There is little doubt that
as scon as the time of enlistment
expires many of them will decline
to continue in the service, where
the regimental officers, with
swelled heads, treat them as com
mon loafers.
Great ignorance was displayed
by Col. Lovell in the li'st place in
locating the encampment in an
open iield without the least shade
and no water, except what i-?
drawn from a distance in wagons,
when so many suitable locations
could have been found. The ex
posure inflicted by such severe
discipline under unfavorable con
ditions is simply folly, is abso
lutely dangerous to health of the
members, who are not accustomed
to such hardships, beirg sur
rounded by comforts at home, and
i there is danger that the result
j will be a demoralization rather
than the promotion ol the weiiare,
gojd order and effectiveness of the
companies, which is supposed to
be the olj cts of the encampment.
It is time the business men of
Albany stop quarreling over the
bridge location, and go to work
together and build it.
