AFFECTSO TRUSTS.
The matter of combinations to
enhance values in tlie interests of
speculative designs, is one that is
not for the good of people in gen
eral, and legal decisions upon that
subject are of interest. The Kan
sas City Journal mentions that it
was a good decision of Judge
Thayer, of St. Louis, in regard to
trusts. That is, in ellect. that an
agreement or contract not to do
business without consent of other
parties, or a combination of parties,
is unlawful that it cannot be en
forced against party who breaks
it. Modern law is practically
court made law, and popular
opinion generally takes a decision
of our courts to be good or bad law
as its ellects ia good or otherwise.
It is out of the possible for the ex
pert masses to understand law in
any other way for the courie
themselves and the bar are very
little in advance. We have our
justices courts and are common
pleas courts as the beginnings, and
our courts of appeal and supreme
courts, to which may be added the
ourts of the United States to the
ultimate tribunal titling at the
capital. These various tribunals
are a little like our metal smelters
each one being a sort of separat
ing or reduction process by wWich
in he yery last process the pure
metal of legal principle is at
tained. That illustration, may be
far fetched, but it is not so very
much mixed as a symbol. This
decision as to trusts is in another
sense sauce for the gander. The
sauce for the goose that these
great corporations composing thp
trusts have contended for was that
f
their employes had no right to
break contracts, express or im
plied, with them audi as quit
tin'.; work, going on strikes and
other acts that in the judgment
of those concerned were projer
and jnstitiable. The idea could
not be riht in one case and
wrong in another. They have
always charged that such action
on the part of workmen were con
spiracies, but they have tried to
nuke the public believe that a
trust was only prudent business
methods of self-protection. The
underlying principle of the decis
ion referred to is that trusts are
conspiracies against the interests
of the public. The reason the
decision meets with such hearty
approval is that the people have
felt them to be so. It has been
supiosed that as a corporation has
no soul, the principles of right
and wrong as to individuals did
not apply to them. Common
sense and the golden rule aflirm
the natural and inherent right of
anv one to work for his or her
living as they please. The denial
of this has been held up, and
rightly, as the mistake and wrong
of the workman. Then why
should the principal be different in
the case of an association of ind:
viduals who want to do business
or work for themselves? That is
what common sense and the rule
of common right fray, .mrI it is
what this decision of Jndge
Thayer means.

statesman would pull through.
These hopes were based upon the
enormous vitality of the man who
resembles l)israeli in his power of
saving himself for great emergen
cies, but like lisraeli he lived

resembled the gre&t Tory leader
also in his contempt for money
getting. Though in a position to
utilize advance information, he
never made use of his advantages,
and he died as did bisraeli, a coin-j
paratively poor ms-i. In the pres
ent ages of money-getting and
speculation, this was not the least
of his viitue9.
The bounty of the government,
to be disbursed to the producers
of sugar within the limits of the
United States, will reach upwaids
of twelve million dollars, for the
year commencing July 1, 1801.
Dy far the larger propoition will
go to the cane sugar producers of
Louisiana. The makers of maple
sugar will come in for a portion
and every locality where beets are
raised for sugar making will also
receive a benefit from the bounty,
as will also the sorghun producing
localities. This vast sum of
twelve or fifteen millions, which
will be given out to the producers
of sugar 01 the basis of 2 cents per
pound for sugar that tests DO or
more degress, and 3 4 of a cent per
pound for that going less than 90
and more than GO degrees, will be
widely distributed and affect very
many people. The labor and care
of its distribution will be no
small task. It Mill be cared for
by the Internal Revenue bureau.
The power of f. ith is shown in
the crowds of invalids that pro
fess cure at the hands of Father
Mollinger of Pittsburg. This
priest has some medical skill, but
most of his cures depend upon the
implicit faith of the patients, who
believe that even by laying on of
hands he can heal them. The
case shows that pu'jlic credulity
is almost as great as it was in
mcdi.-fval times, and it also shows
how vast is the opportunity of the
man who utilizes it for merely
selfish ends. It is the great merit
of this priest that he is unselfish
and exacts no fee; yet, in the end,
he will probably receive more
money in voluntary gifts than if
he had bartered his ekill for
money.
