It does not require tbat one be a
very careful reader U be able to
note a change of sentiment in re
gard to tlie drift of polities, nor
does it need a prophet or a son of a
prophet to predict republican suc
cess. It is apparent everywhere.
Even the enthusiastic democrat
who made himself a halo after the
November election has discovered
that the old republican ortMiii.-i-tiou
is getting into lighting irder.
Everywhere that there has been
voting it has shown that the re
publicans are w ide awake and have
carried things much after tin ii
manner when in best form. The
New York Sun, one of the ch.se
observers of political movements,
relnctant'y admits that '"in the
recent spring elections the repub
licans have shown a marked and
surprising vitality in the great
cities' and that "there are now
many indications of renewed re
publican vitality in the country
districts and a corresponding
weakening of democratic lines."
In several states, notably in Mast
achusetts, the republicans are
organizing vigorously for the elec
tion next fall. 1 he late conven
tion of the league in Cincinnati
showed a surprising decree of in
terest and enthusiasm, and the
promptness that President Clark-
Son has manifested in calling the
executive committee of the organ
ization together to begin the work
of the campaign is noted by dem
ocratic papers in an inquiry as to
whether "our people are tluinii
anything in this line.'' Republi
can papers that were inclined to
believe that the McKinley law
was a mistake and woull handi
cap the party now say. as a w hole,
it will strengthen rather than
hinder the party. Resides, the
democrats and their allies have
helped. Two or three democratic
and alliance or half alliance legis
latures have been at work in re
publican states since January.
None of them have kept their
pledges, and all f them have com
mitted themselves to unwise
measures. In other words, they
have given thinking people a fresh
reminder of the incapacity of the
opponents of the republican party
for good set vice and their absolute
certainty to blunder. Six months
away from the work of the repub
lican congress, its wisdom is now
being demonstrated in the
prosperous condition of the indus
tries of the country, in the starling
of new industries and the opening
of the new markets. Then the
republican administration is com
mending itself to the good sense of
the country, and its silent ap
proval is a powerful influence.

by a report that two of the iron
clads in possession of the insur
gents have been sunk by well di
rected torpedoes from the small
but lively cruiser "Almirante
Lynch." If this report signifies
all that appears from the first te
ports, it is an event of vast import
anca in naval warfare, and of
siec;al interest tc the I'nited
States. There is a nssilility that
the use of torpedo boats may revo
lutionize naval warfare by pro
viding a deadly antagonist for
huge armored vessels like those
njon which Italy has ex
pended so much m mey. The
ditliculty has been to direct and
control the movements of torpedoes
with certainty. If this cau lip
overcome, and these deadly de
vices can be sent out from swift
cruisers and exploded with cer
tainty under the huge hulls of the
belted monsters of modern navies,
it will show that what we need for
defensive purposes is not an imi
tation of the great ironclads of
Europe, but an adequate equip
ment of swift c rubers and the best
tyes of toredoes. We ought to
need no great armament for attack

The Chronicle shows up some of
the inconsistencies of the money
argumenters as follows: "The
gold nionometalists use some very
bewildering arguments and shift
their position with great facility.
A short time ago they w ere en
deavoring to show .that no one
wanted silver ; that it was a use
less commodity which was being
piled up in the treasury, and no
one cared to use it as money.
Now, on the first suggestion that
some of the immense pile of silver
be used to pay oflf the debt which
falls due in September next,
every mother's son of a monomet
alist loudly protests that every
silver dollar must remain in the
treasury to back up the certificates
emitted against them. Some peo
ple are very hard to please.
