TEllS. The importance of this subject
continues to bring it before the
people, and scarcely an issue of
our leading daily papers are made
without some reference o the
subject.
The Chronicle of recent date re
fers to the fact that "Prince Karl
Lichtenstein of Vienna, w ho has
been arrested for obtaining money
under false pretenses, haw inti
mated his readiness to emigrate to
this country if allowed to escape
the clutches of the law. This in
cident confirms a statemi-nt re
cently made, that is iiite the
custom in Austria to give certain
classes of criminals their choice
between the United States and the
jail, an J that our population is in
creased every year by convicted
felons who accept deortation in
etead of imprisonment.''
What wonder if such be the
case, that the tramp element in
our country is so rapidly increas
ing, and that crimes multiply and
political corroptioo becomes ram
pant. We have an immigration law
intended to meet just such cases,
but it fails in its operation because
it does not begin far enough back.
Instead of having a muster roll of
immigrants as they take ship for
America we wait until they arrive
here lefore we try to reship them,
and it is a pretty stupid immigrant
that cannot manage to land after
the ship has reached port. The
only effective way to prevent Aus
tria and other European nations
from shunting their criminals on
to us is to look out for them at the
other end of the line. There
should be otlicers of the United
states government in each of the
great shipping ports of Europe,
empowered to make .strict inquiry
into the status ' of ever
intending immigrant, and with
instructions to protest against the
embarkation of criminals and
paujiere, even if their sailing for
this country cannot be prevented.
Then the United States would be
in condition to refuse such classes
the privilege of landing and toship
them back with a demand foi
reparation against the nation
which tried to foist them upon us.
Every nation on the continent
of Euroie knows the status of
those who come to America from
there, except in occasional indi
vidual cases of escape, and we havn
a perfect right to the information
on that subject which they possess.
Unless some plan that has been sug
gested shall be adopted our regu
lation of immigration will continue
to be as farcical as ever.

Whatever may he said upon the
subject of the recent census re
prt, the facie elicited by Commis
sioner Porter show a wonderful
growth in our country. It shows'
a growth in the hist ten years that
is a uiarvc' ii the history of na
tions a growth that is phenome
nal even in our ow n his-tury, and a
growth that is substantial, rinn
and prophetic of even ur:;ater re
sults in the next decade. As
Superiutendeht Porter says, we
have in these ten yea is added a
nation to a nation a nation com
plete in ever particular. In popu
lation, in the increase of the
products of the farm, in the multi
plication of manufactures, in the
development of our mines and
quarries, the extension of our rail
roads, in building up of our com
mercial industrial centers in
every way, the growth of the
United States has been such that
it is hard to realize the full mean
ing of the enormous figures the
census puts before us. It is a
great lield for the student of a
nation's progress, and at the same
time it is a held that every Auieii-
can citizen can study with profit
to himself. Even a brief ftudy is
bound to make an American
prouder of the land he lives in
proud of her past record and her
present achievements, proud of
the creat future laid before her.
Take the question of population.
Mr. Porter's figures show that the
last decade has added thirteen
millions of people to our inhabi
tantsa population almost equal
to that of Belgium, Holland and
Portugal combiner!. When it is
realized that sixty years ago the
total population of United States
was not as large as the increase of
the past decade, some idea may be
obtained of the increase in this
direction. And this vast addition
to our numbers has spread itself
over the land, redeeming, as Mr.
Porter puts it :77,000 miles of soli
tu le, or more than three times
the area of the United Kingdom
of (ireat r.ritian and Ireland, in
creasing the density of the settled
area and adding seven millions of
people to our town and cities. In
these, ten years the United States
has almost doubled its railway
mileage, increased its area for the
cultivation oi cereals sixfy-thrte
psr cent., increased its wool pro
ducts one-half and its cattle inter
ests three-onarters. Its manufac
turing products show an increase
equal to the total of such products
twenty years ago, while to our
wage-earners has been added 'JOO,
000 men. The coal and lumbtr
output have doubled in the past
decade, the pig-iron product has
trebh-d, while the steel product is
tour times as large as it was ten
years ago. And the South shows
up well in this great record of
development. The number of
e itton spindles lias more than
doubled, the consumption of cotton
is 175 per cent greater than it was
in 1SS0. In her iron and other i i-
te rests tne,outii comes with a
record that is truly phenomenal,
and in pace with the wonderful
progie3S oi other portions of the
