I'J'.i.
OUT-
There ate good reason for the
K-lic-t that crime, and esptciall y
that of mob violence, is almost as
contagious as physical disorders.
The recent lynching of Hunt by
soldiers at Walla Walhi followea
niiiikly upon the heels of the
Oysterville outrage, but was much
more reprehensible, heiug inde
fensible ujion any grounds. There
were none of the mitiatin cir
cumstances whice attached to the
late massacre at the New Orleans.
There had been no failure ut jus
tice. There hail been no amuittal
of the prisoner. He had been
promptly arrested audimptisoitcd
and there was not the slightest
reason to duiibt that he would bt
rigorously prosecuted and proper
ly punished.
It is at least eratiiyin to note
the vigorous condemnation of such
violation of the law by the public
press of the new state of Washing
ton. The Seattle rost-Intellii;eiiccr
Siys otit :
The government troops should
have been the last men to have
taken the law into theirown hands,
to have made an assault upon a
prison anil upon the oflice'd of tin
iw. It is not as though they had
been stationed on a wild frontier,
surrounded by savages and out
laws, where civil authority was
unknown or powerless, and where
they might be excused for resist
ing assault upon their garrison or
upon themselves as soldiers, sup
pressing with the strong band
deeds of violence that were other
wise unpunishable.
These troops were stationed in
the immediate neighborhood of a
civui.eu ana iav-ai;iaing com
munity. The soldier w hose death
they took it ninn themselves to
avenge w as not slain or attacked
in garrison, on duty, or because he
was a soldier. He wasoll'duty, on
a carouse, was gambling, and hi.
taking oil" was the result of a saloon
quarrel between two gamblers, . I
whom he was one.
The plea of Colonel Compton.
w hen warned and appealed to by
the authorities, that he was powei
less to keep the men iu garrison
and prevent their visiting the twn
is contrary to all military usage, is
not to be credited, and is sullicieut
to encourage suspicion that he w as,
if not in complicity at least in
sympathy with their unwair.uit
able purposes. It is an insult to
tiie .-ervice to hint that the com
mander of an American garrison
cm nut keep his men within bounds
and control them in such an emer-g-'iicy
as he was warned against.
He could have thrown 0Jt a
g'lird around the garrison, and
could have forbidden any of the
troops going beyond bounds, and
could Lave ordered into the guard
bo ise any who violated the order.
Failing to do so, he cannot escape
responsibility for the coiiseUViieet
w hich are alike disgraceful to him,
his command, the service and o n
civilization. He should without
delay be cashiered, and every man
engaged in the massacre should he
prosecuted to the fullest extent of
the law.
Osk of the greatest military men
of this or any age has passed from
Ktrth, alter having lived far be
yoned the ordinary lifetime cf
man. Count von Moltkc, chiel
marshal of the German empire,
w as boin in Octoher, 1S00, and w as
therefore nearly !M years of age at
the time of bis death. Germany
has many men of military distii.c
tion, but she will not find it easy
to replace Von Mo'.tke with any
one so thoroughly combining all
the attributes of a military genius.
His fprte was the planning and
diieclion of a campaign, rather
than active service in the field, and
ability to plan and direct is much
rarer than the ability to light a
battle which has been already
mapped out. The civilied woild
will agree iu doing homage to the
genius of the great ierman.

In the face of this the denials of
