HOW TO PER FOR 31 CHARITY.
The beat methods of nsmj;
charitable funds, and perforining
charitable acts, is one of the must
puzzling questions that arises.
Xo one likes to refuse to feed anj
applicant for charity, yet every
observant person knows that it is
not true charity to give even food to
the tramp class of individuals. An
eastern paper says that the country
is not in tho habit of looking to
Mr. Jay Gould for instruction up
on themes of benevolenre; but he
has some views in that relation,
nevertheless, which are worth
considering. "I think,'" he says,
"that a man who uses his money
to provide labor for a large num
ber of people that is, to supiwrt
them by industry rather than to
support them without industry
is doing the highest kind of
charity." This theory is not a new
one, bat it is one that the social
reformers are slow to comprehend
and apply. The great prayer of
the masses everywhere is for em
ployment. for the opportunity to
earn a living and- to make their
way in tha world by honest and
dilifient service. They do not
waht to be dependent, but prefer
to support themselves. If they
could all have steady work at just
and fair wages, the problem of
chrrity would be materially sim
plified. The prevailing calls fur
relief are largely attributable to
the fact that the labor of certain
classes is not utilized, and waiij
ensues in spite of their willingness
to work. We are accustomed to
think that in a country like ours
where there is so much industrial
activity and proeress. there can
i
be no excuse for idleness ; but the
truth is that vacancies are scarce
in all kinds of business, and when
a man loses a place it is by no
means easy to secure another.
It follows, nnipiestionably, t:iat
those who so invest their capital
as to enlarge the sources of em
ployment for labor are in a sense
public benefartors, even though
tljey may themselves Ik- the great
est gainers from their operations.
The point is thjtt in carrying on
their enterprises they provide
ways for people without capital to
participate in their profits. If ii
were not for the men and corpora
tions of this sort it would be iin
Kssible for many laliorcrs now
earning good wages to obtain work
at any price. There are not lew
than 50,000 families drawing theii
support from 'the institution?
represented by Mr. Could, for in
stance. He dees not pretend to be
engaged in a mission of charity,
trictly sjeaking; he does not Inn
and conduct railroads lor the inert
purpose of helping his fellow
countrymen to secure lucrativt
situations, lint the ellett is to
make life easier for a large immhei
of persons, and thereby to protect
them against the danger ol
poverty. The money expended
for labor may thus be viewed as a
practical contribution to the catisi
of) charily. It enables men to
thrive by their own industry,
wihere otherwise they might be
oliliged to appeal for alms. Tlu-i i
chance of employment is the best
gifts to them, and, at the same
time, the best of advantages to
society. There is far too much
charity in this country that on'y
serves the purpose of increasing
the burdens which it is supposed
to diminish. Millions of dollars
are annually spent in alleviating
want that might be prevented with
less money. We t ie apt to think
that tha only way to cure poverty
is to relieve its immediate necessi
ties, and shut our eyes to the
causes that have produced it.
When we are told that eople are
suffering for food and clothes, we
hasten to send them such things,
and neglect to inquire how they
have become helpless, and why
their labors does not keep the wolf
from tlio door. Snpli rimritv ia
only, temporary benefit. It does
not go to the core of distress and
provide a logical anil permanent
remedy. If all the funds disbursed
for the maintenance of people
without industry, as Mr, Gould
j uts it, could be diverted to the
extension of the field of employ
ment for the different kinds of
labor, it would yield infinitely
better results than are now real
ized. The true way to help the
victims of poverty is to put them
in the way of helping themselves.
That policy appeals to their self-
respei-t and inspires them with
courage and hope, whereas the
method generally followed humili
ates and demoralizes them, and
they soon cease to make any effort
in their own behalf other than to
clamor for suport at the public
expense.
