To the observing thinkers of the
rountry are alive to the nitnation,
as regards the future welfare of
the nation in view of the fact that
the hoys of to-day are the voters
and rulers in a few years. And the
training received and characters
formed by these boys will decide
tiie unavoidable standing of the
nation in the near future.
It behooves the rulers of the
present, the wielders of the ballot,
to look after the inlluences that
snrround the boys.
Mr. Hale writes, in the Febru
ary CosinoiMilitaii, many truths
upon this subject, that are of gen
eral application, lie says that a
man of public spirit in New York
or in Chicago, w ho really wants
to strengthen the chances for the
future of the city or the country,;
will never do any better work than
he does in meeting face to face in
cordial intimacy some class or club
or guild or other society of the
growing boys. .Not lung is more
certain than that the hoodlums
who is now fifteen years old will
be twenty-one at the end of six
years. And the decency and
dignity and purity of the voter of
T8!7 will depend charily on the
companionship which the hoodlum
of 1S!)1 happens to form. Now, a
thousand experiences show that
it is quite in the power of men of
character and lite Jn the cities to
do by Biieb. means precisely what
is done, as a matter of course, in a
spirited country tosrn. Von shall
lind, in a town of 2,000 people,
that a good lead is given from the
leginiiing. There is not a lxy in
the town who is not, to a certain
extent, under the eye of the whole
public. If he begins to go to the
bad, it is somebody's business to
nee that he has good hooks to read,
that the conditions of his home
are made satisfactory. The other
lioys take care of liim and keep
him straight, and it h to this sort
of "mild police" that the country
lioyowes that training, that stead
flatness of character, that w illing
ness to do honest work, and that
ability, in the end, to withstand
appetite, which give to the ideal
"country loy" that sort of moral
reputation which, on the whole,

about it that we are steadily gain
ing in the matter of juvenile crime.
Thanks to the work, more than
princely gain, which was set on
foot by the late Mr. Charles lur
ing Bract? in New York, the pro
portion of crime committed by
boys and girls, and brought before
the courts, has been very greatly
reduced. Any person who really
cares for the condition of the city
will do well to read the reiorts of
the Children's Aid Society for two
or three years past. There is a
fair illustration of what America
can do, will do, and does, when
you let her solve her own problem.
The English philanthropists are
pleased, and well they may be,
that their prison imputation actual
ly declines in number, as does
their population. They have
actually made money for the
Exchequer or other treasuries, by
selling prisons for which they hail
' no use. They must pardon us if
we do not look on their statistics
w ith quite the satisfacti on w hich
they feel. We know only loo well
that the people who are not in
their prisons are, very possibly, in
ours.' It is this consideration
which gives the right to attempt
such legislation as is now pro
posed in congress, in the hope of
screening oil" persons who are
known as criminals, and leaving
them to the mercies of the nation
which trained them, lint for those
who are yet to be tiained we ought
to take our chances. Only we
ought to train them one by one.
We ought not to exject that any
vague talk about "institutions or
"free government" or constitu
tional liberty" will make good
men or women. This is a case
where the fish are to 1 e taken by
the hook, and never by any net,
however skillfully it be woven.
The boys who laud here, of what
ever age, are to be taken ia hand
one by one, and as we succeed or
fail w ith them, do we succeed or
fail in the preservation of the
republic. He who endures to the
end, shall be saved." The leaders
must lead if they mean to succeed.
And they must do what Lamartine
did when he enlisted the street
boys of l'aris on the side of order.
The question of contagious
diseases, and the means of convey
ing the contagion, is one of im
portance, and is engaging atten
tion. The jieople are interested
in every phase of such a question,
and recent inquiries in regard to
railway travel in connection with
the subject is meeting with con
siderable discussion. The ques
tion has been raised by a physician
well jiosted in matters of railway
sanitation whether the fashion of
plush paneling as well as uphol
stering for the interior of sleeping
cars is the liest to use as regards
freedom from carrying infection
from contagious diseases. The
trains leaiimg toward the various
health resorts carry those sutler-
mg from consumption or other
nucroiMC diseases whose germs
may remain in such surroundings.
