The Indian question seems to
be as vexatioua ami hard to solve
as ever, although there lias been
some steps taken that are of
decided tendenancy towards a
better understanding ot the
matters.
It is a sign of alvancenient
towards a solution wben the
eastern papeis legin to appreciate
and discuss the situation in a
practical manner. The Chicago
Prairie Farmer, in a recent edi
torial, grasps the situation finely
and speaks out in good style. It
says: "It reports from Washing
ton are correct, the secretary of
war has given tien. Miles ini mis
sion to bring a delegation of the
rebellious anil contentious chiefs
to Washington for a grand pow
wow. It is reported that the mal
contents, who amuse themselves
with carnage and lapine w henever
they feel inclined fa re to be feasted
to fullness, while those who have
remained docile have not enough
to eat.
This being true, what a grand
spectacle will lte presented when
the seat of the Indian wa: is trans
ferred to Washington. On one
side the bad Indians, on the other
the good missionaries of forty dif
ferent creeds, looking for a cbanc
to make converts. The army
officials, we suppose, are to hold
the Indians in check so they shall
not scalp the missionaries ; possi
bly to prevent the agents, settler
and other bangers on from utilis
ing the deluded chiefs who have
given up their worthless guns and

The matter of liability for ac
cidents in hunting, is one that is
engaging earnest " attention. So
many fatal terminations to such
incideuts have lmppentd, that
there is a decided public c pinion
in favor of making some adequate
penalty. Jn England very few
fatal accidents occur, but In the
matter of careless shooting it ap
pears that there is not as much
stress placed npiiii them as in Huh
country as recently it was decided
that there is no lcfal liability- for
wounding a person in a limiting
field where the injury was not in
tentional or due to carelessness
The case was rather aggravated,
as a man employed t l-at up
pheasants and carry name lust the
use of one eye through the shot of
oue of the sportsmen. The jury
decided that the sportsman was
not negligent, but assessed the
damages at 100, should the judge
rind that there was legal liability.
It would be very dillicult to find a
jury in this country so partial to
hunting as to relieve a sportsman
from all blame, and for the loss
of an eye $500 would be regarded
a merely trifling damages.
A practical employment for the
soldiers of an army during the
time of peaco has been found. It
is said that Prince Nicholas of
Monienccro is determined that his
troops shall be good husbandmen
without tinning their swords into
plowshares. lie has ordered tha t i
every one of his active warriors
shall plant during 1801, 200 grape
vines ; every brigadier must plant
twenty; every commander ai;d
under commander of a battalion
ten, every drummer or color
bearer five. Every guide, nore
over, must plant two olive trees
and every corporal one. It is esti
mated that in consequence of this
order Montenegro will have 4,030,
000 giapevines and 20,000 clive
trees by the beginning of next
vear.
Coxorkssman Gitosvi:xon of
Ohio has made a good suggestion
for the saving of time now devoted
to eulogies on dead members of
the house. His idea is that these
speeches should be made on the
Sundays instead of on working
days. Fifteen good days have
been lost during the presei.t con
gress because of this rule of appro
priating the best part of the legis
lative day to this funeral elo
