THE POLITICAL OUTLOOK IN

The scattering of refugees, that
has been caused by the intolerent
action of the Russian government,
in its persecution of its Jewish
citizens, has brought many of that
clas s to this country, and intensi
fies our interest in Russian politics
by almost personal contact with
the victims of its tyranny.
It is apparent to any observer of
current events that the Russian
government rests on an active
volcano of revolutionary sentiment
among its people. It is truthfully
said that Russia is really in a worse
condition than France on the eve
of the revolution of 1789. The
masses of the people are more im
poverished and have greater reason
to be desperate and to care very
little what maybe the result of a
social upheaval. Certainly, any
change that might occur would he
for the better, so far as the serfs
are concerned. Their position to
day is much worse, instead of better
than when they were in slavery,
because formerly they could gener
ally secure the nt ceasaries of life
for themselves and families, while
now in many districts, after lalwr
ing hard during two-thirds of the
day, they merely exist in a state
of semi-starvation, with absolutely
no hope for the future under the
present form of government. The
ukase of Alexander II. manumit
ting the serfs simply transferred
them from one set of taskmasters
to another more sordid and grasp
ing; for to-day, in spite of incessant
toil, not only are their househoU
'goods in a vast number of in
stances mortgaged to th money
lenders, but their labor for years
to come. The educated classes are
t.loioBt as badly off as the serfs
and far more eager for a political
revolution, because they have a
keener appreciation of their
wretched condition. Unless f'ey
have influence at court they can
entertain but little hope of a career
benefitting their training and cul
ture, and the court is a close cor
poration which seldom creates a
vacancy. - Add to this vindictive
persecution of all religious denom
inations except the Greek chui eh
and of all nationalities except the
Russian, and we have a picture of
bitter, sullen discontent that did
not exist in France when the
states general assembled in 17St)
with a Mirabean to guide its
deliberations. The Czar, like
Louis XVI., is represented as an
amiable eoyerign who is anxious
to do right, but who is being con
stantly misled by the vii-ious
counsellors with whom he has
surrounded himself. This is
probably true ; for, however cour
ageous and detei mined a ruler
may be, both pluck and energy
will be gradually undermined by
the knowledge that those of the
highest rank and culture in his
empire, as well as the ignorant
and, lowly, are constantly plotting
his destruction and that no amount
of sevtrity avails to make them
recant their opinions or betray
tliuir accomplices. Ilia situation
is scarcely less trying than that of
a prisoner undersentencc of death,
and the unrelenting strain on his
nerves may have impaired 1 1 is
mind, as is currently reported.
This will account for many tilings
now existing in Russia that can
not be explained on any theory
consistent with the humanity of
the Czar. The rumor, therefore,
that a revolution is imminent is at
least plausible, and those who
have the interest of the human
race at heart will not care i.-w
soon it comes.

regaiding the old world as a dense
ly settled country that the stories
of the ravages of wild animals I
rendered desperate by their inabil
ity to procure food come as a sort
of surprise. In spite of the com
parative newness of our own
country we seem to be freer from
the encroachments of beasts of
prey than the people of many
lands which have been inhabited
by civilized communities since the
dawn of history. Perhaps the
explanation lies in the fact that in
Europe better care has been taken
to preserve the forests than in the
United States, where the lumber
man has been allowed to work
his own sweet will without ob
struction. When the habit of appealing to
the pocket gun, for vindication or
for argument, becomes a custom
with individuals, it appears to
stay with ttern with per tin city.
For instance the dispatches re
cently related how Uob Ford, the
slayer of Jesse James, had a slight
altercation with a friend over
some trivial matter, when both
drew their guns while standing at
a saloon bar and proceeded to
decorate each other. Bob's
face was burned and foot lacer
ated while his comrade's shoulder
was perforated. Great is the
American gun !
The Indian war is over, with
the loss of a score and more of
white men and five or six times
as many of the red men, and an
other chapter in the problem of
whether it is better to treat the
Indian as independent nations or
dependent savages is closed. Ex
perience is a dear school but even
it does not always bring speedy
conclusions.
