The question of the proper aid
to be giyen to the destitute and
needy, and to every humane per
son, and has always, and will con
tinne to be, the subject of legisla
tion by all legislative bodies. The
Oregon legislature has at various
times been called up jn, and has
responded to appeal, from orphans
homes at Portland and Salem, and
the results therefrom have been
satisfactory. This year Albany
pnts in a plea for like aid for her
orphans home which is in couise
of construction, under the control
of the Ladies Aid Society, which
for fifteen years has been looking
after the welfare of orphans and
the needy sick and suffering, and
the plea should be granted.
These appropriations are wisely
made in all cases where the homes
are economically and wisely run.
It is thought by some that the
state should not apply the funds
in these separate institutions.
But the careful observer will he
convinced that the policy of hav-
ioga single state institution oi
this kind, and nse the state funds
only in this, is not the most
- humane nor economical. State
.institutions are costly affairs and
never satisfactory in their man
agement, while the comparative
private institutions, like the
present ones in the state are, have
been found to be satisfactory and
economical in their management
and working. They invariably
stimulate and bring out large sums
in the shape of private charities
and donations, that would le en
tirely lacking in the support of a
state institution. Then to they
are capable of furnishing aid and
assistance in their respective
localities that could not be applied
from a state institution in a dis
tant part of the state. Many cases
of dependent children could be
. assisted temporarily, and helped
into independent sell support,
wbfeh could not be reached in that
manner by the single state insti
tution. These facts have been
demonstrated by actual experience
aid the application of state fund
in limited amounts to orphans
homes in different sections of tiie
state, is a wise course to pursue
even if it is a breaking of pre
cedents. A family in California, whose
members have embraced the faith
cure doctriae, recently reiused to
ernploy a physician when one "of
the juvenile male uieml-ers had
his arm broken, or even have the
arm properly set. The result is
the boy is a cripple for life. In
such cases the strong arui of 'the
law should so be applied as to
demonstrate to the ruling head
of the family that faith without
works is futile, for by your works
is your faith tested.
The legislature is wrestling w ith
the subject of investigating the
Agricultural College. There seems
to be ample grounds for looking
into matters, as Prof. Grimm, tl.e
late head of the agricultural de
partment, offers to prove that
things have run crooked or in case
of failure to deposit a large sum
from his own purse in the college
library fund, and Prof. Grimm is
a man whose word carries weight
with it.

of the frying pan into the fire, for
who can successfully withstand
lockjaw in attempting to twist out

The action of the lower house
of the state legislature upon the
subject of a joint memorial to con
gress, on the subject of the im
provement of the Columbia river
to enable our great inland empire
to acquire shipping facilities,
shows that the importance of the
measure is fully understand and
will be provided for as amply as
lies in the power of the state.
The matter of the adoption of
the Australian ballot system for
the state seems likely to meet with
some objection in the Oregon leg
islature. It is said that amend
ments are being tacked on and
that the passage, especially in the
senate, is to be a thorny road. For
a measure that has received such
hearty and universal endorsement
that seem? strange.
Perhaps there has been no
death of recent date that has so
effected the country as has that of
the historian Bancroft. His great
services to the country in literary
and diplomatic work has been so
distinguished that it has become
a national pride and valuable
acquisition.
Speaker Geer is evincing fine
ability in presiding over the delib
erations of the house, and shows
that no mistake was made in
selecting Inip as presiding officer.
