Cne of tiie objects of legislation
sought for from the present legis
lature, by certain pa-. ties in the
state has been the repeal of the
usury law. ltealizh that the
people were decidedly adverse to
any such action, those who favor
the repeal seek to gain their ends
by covering np their w rk giving
it in the sugar coated pill manner
ai it were. Mr. Thomas, of Fort
ltnd, lias introduced the following
bill:
Section 1 . That section S7 of
chapter LI of the Miscellaneous
Laws of Oregon, as compiled and
an annotated V. 1-air Hi!', lc
amended bo as to read :is follows :
Skc :iW. The rate of interest
in this state snail m eight per
Centum per annum a.-id no more
n all moneys after the s tine be
come tliw, on judgments and
n-ecrees for the paytneiiiof money :
O l money rereiveil to ti e use of
a lother and retained bcyo- d a
reasonable time without tin
owner's consent, expressed or im
plied, or on money due upon the
settlemont of matured aee.juiit
f oiu the day the balance is ns-vr-t
lined ; oa m ney due or to heroine
due where there is a contract, to
lay interest and no rale pe i.icd.
B it on contracts interest at any
rate per centum per annum ma
be charged by express agreement
between the parties.
Sec. 2. That section ."7.U of
chapter LI of the Miscellaneous
Iaws of Oregon, as compiled and
annotated by VV. Lair Hill, be
amended so as to read as follows :
Sec. 3501. Judgments ant
decrees fo: money upon contracts
a'lall bear the same interest b jrne
by said contracts.
Sec. 3. That sections :i"iS8,
35811, 35!0 and 35.4 of chapter
LI of the Miscellaneous ltws of
Oregon, as compiled and annotated
by W. Lair Hill, be and the same
are hereby repealed.
O' conrse the real pith of this
very innocent looking bill to reduce
the rate of interest lies in the sen
tence. "But n contracts intercs's
at any rate per centum per annum
may be charged by express agree
ment between the parties," which
s'unply means the repeal of the:
usury law.
It is sometimes well enough to
look at onrse'ves as others see us,
although the views entertained by
the others may not b? ju-t the
correct one in all respect. Lore
Say, and eminent French writer
nays in speaking of the financial
situation in this country that "the
truth of the situation is that
the Americans have ruined their
credits by abuse, through a
defective ad.niniUration cf their
tran niortation enterprise-!, and
through an administration yet
more faulty of their local finances.
Unless a reaction should super
vene in the public morale, Amer
ican credit will not la able to
recover from its fall, 'and the
agricultural industry of America,
as well'as its other indusirics.-will
contin.ie to be a prey to successive
convulsions, for which transient
remedies w ill be sought in aban
doning themselves to expedients
the miscarriage of which is cer
tain, and which will, moreover,
conduct the country incessantly to
graver crises. It is astonishing
that, in a country of business men,
people should have rer.chcd the
point of believing that there is no
limit to the circulation of coined
money. If America causes all Jie
silver emanating from her mine -to
be coined, aad augments the
quality of paper money according
to ideas laid down by the Farmers'
Alliance, thers could not possibly
be any agreement with Europe on
the monetary question. It would
be pure madness on the put of
Euro to send its capital to
America."

Is the consideration of the ap
propriation for the World's Fair
exhibit at Chicago, it would he
well enough to remember that ex
penses had to be borne at both
the Centennial and the later ex
position at New Orleans. In those
cases the amount paid came in as
relief to individuals afterward for
the money exnended. Would it
not be much better to prepare for
it in advance? Jud;e Moore of
Denton county has introduced a
very sensible bill upon the subject,
which levies a half of one mill for
ihe purpose, and will raise in the
neighborhood oi $5),000, a very
just and ample sum.
The order to halt-mast govern
ment flags on the day of his funeral
is a national tribute to (ieorgj
Bancroft, the historian, which is
as graceful as it is fitting. Han
croft in his history did much to
stimulate the sentiments of
natroitism and national ptide, and
it is refreshing to fee an admin's
tration with s-cwo een.se if the
value of such service.
Ax Eastern paper says that the
amonut of gold coin in circulation
is $:!5,000,G00 larger than it was
a year ago, while the in
crease in silver dollars is hut $fi,.
000,039; yet the amount of gold in
circulation is $ t 11,000,0,1, against
a treasury holding of but $2:M,000,
000, while the silver in circulation
is but '7.),00"i,000, against if.VM,
500,000 in silver dollars in the
treasury vaults.
lii:i'Hii:.'.rATii: mikud, of this

fully prepared and equitable i ail

worthy of pit sage. It is a bill
that looks to justice to the rail
