cil and to the Citizens of the
city of Albany :
We, your committee appointed
by the city council and by a meet
ing of the citizens of the city, to
confer togelher and to examine
the changes proposed to be made
in the ci'y charter, beg to make
the follow ing report :
That we have carefully exui.in-
ett the cay charter as prepared by
the city council, of the iiy ol
Albany, and all of (be proposed
amentum nts t i the old charier.
and tind such amendments to be
substantially as follows:
First, That, street improve
ments he done and p-rformed by
the city, hut that the costs and
expense of such improvements he
assessed to the abutting properly
owners and made a lien upon such
abutting property for the collec
tion of such assessments.
Second, That the city council he
authorized to issue 7.",00.), inter
est hearing liond, for the polioses
of constructing a sewerage system,
for building a bridge adjacent to
the city of Albany, across the
Willamette river, and if any
balance remains, to be expended
in the construction of a city hall
Third, To condemn private
properly for the purjiose of open
ing or widening a street or alley
within the city limit?, or for the
constructing of sewers.
Fourth, F.uipowering the city
recorder to apoint a deputy to
assist him in making assessments
ami fixing the time at which the
valuation of property shall be
taken for assessment at March 1st
of each year.
