Mayor Cowan has issuedlne fol
lowing call for a mass meeting of
citizens at the court house this
evening :
CAM. FOR A CITIZENS' MEETING.
The citizens of Albany are re
quested to meet at the court house
on this (Saturday) evening at 7 :.'50
v. m. for the purpose of appointing
a committee of three representa
tive men to confer with a like
number of the city council to go
over the amended charter pro
losed to le submitted to the legis

The question of bonding the
city for 175,00 for a system of
public improvements, is the main
feature of the proposed amend
ment, although some other impor
tant amendment? are offered, and
it is desired by the mayor and
council to have the matter
thoroughly discussed and under
stood before going liefore the
legislature with it, The questions
of how, when and for what pur
pose the bonds should be issued,
as well aa the manner of expend
ing the same, will be presented to
the meeting. There should be a
harmonious understanding be
tween the council and citizens ami
in order to obtain the wishes of
the people in the premises, there
should lie a full attendance of
citizens at the meeting to-night.

unearthed an old graveyard. The
papers there say that ever since the
grading of Fourth street was begun,
skeletons, bones and pieces of bad

even the time or place of the
meeting were not know n, except
to the members, seems to have
turned out to be a fraud. Orders
were established in a number of
the cities and towns of the valley.
Some of the members would like
to know where their initiation fee
went to. Some of the orders ev n
had a charter from the grand or
der. It now seems there is to
crand order and that tne so-called
grand lodge was also a fraud. If
the reports ot the state papers are
correct the man who was t round
organizing the orders is the only
gainer in th scheme, the order
had a number of members in
Albany.

The newly elected officers of Mc
Pherson Women's Kelief Corns
and the G. A. K. Post were in
stalled at their hall last evening by
Mrs. M. J. Train, onthepaitof
the corps, and Wallace Baldwin,
on the part of the G. A. U. ivt.

In his showing to the secretary he
refers to the Indian disturbances
in Dakota, and to. the significant
indications of hostility developed,
yesterday amon the Indians of
Idaho, the first of t tie kind among
the Pacific coast tribes for some
years. He shows that in all the
immense are of Oregon, there in
not a lecngnized fort nor a uni
formed soldier of the government.
Fort Klamath was the la.-t military
post, and that was abandoned last
summer. He says that there nie
four Indian reservations in hw
state containing in the aggregate
neatly 300D Indians, and should
they be influenced by the spirit
now moving many Indian trihep,
it is difficult to predict the results
which may ensue. The establish
ment at Fort Klamath is in a g od
state of repair, no property 'f the
pust having yet been removed,
and that several cavalry companies
can be maintained at that point as
economically as at any other place
in the Union. In such locality
the troops will be in the vicinilv
of the Klamath Indian acencv and
within two davs of the Warm
Springs' reservation, and can
readily unite with the troops from
Fort Bidwell in California, should
it become necessary.
