The true means of civilizirg
Africa is to he shortly applied, for
it is said that almost simultane
ously wiih the revival of the pro
ject of building a railroad in tier
man Fast Africa, comes that of
providing a steamer for service on
Lake Victoria Nyanza. The
vessel's, which is to serve German
interests, is to be built at the large
Hamburg works of Janssen and
Schruilinsky. Naturallv it is to be
portable, and (.n-rman steel will be
used in its construction. Arrange
ments have been made fur the
delivery of the vessel on the East
Coast on June 1, lS'.M. Fmin
Pasha is to arrange for a harbor
on the lake, and the sections of
the ship are to be there put to
gether by the Etitopean mechanics
w ho have already Leen secured for
the work.

Is seeking for health and longe
vity, human beings are ready to
grasp at every aent or vehicle
that promises any degree of suc
cess. To alleviate pain is a
disideratutn that is eagerly
sought after.
One of the agents that has been
employed more or less for ages, i3
the magnetic' influence that one
person has over another. Jiut at
present, under the name of
hypnoptism, this means of reduc
ing physical pain has been raised
to a wonderful degree of consider
ation. That all of this talk and
belief iu its etlicacy is unduly ex
aggerated cannot be doubted.
That the extensive practice of iu
giving possession of one individual
into the keeping and will of an
other, would be deleterious in its
effects ij a matter for grave con-
odderation.
An eminent physician in the
Westminister Review says :
Hypcotism is a method of treat
ment which acts through, and
directly on, the mind and nervous
system of the patient. It is
itself a r.iorb'd state ; it is but the
substitution of one morbid condi
tion for anothei : a neurosis which
can bj brought about artificially
y certain means; in sliort, a
disease to which the hysterical and
neurotic aro especially liibie. Cf
mind wb know nothing beyond its
""phenomena. It is ridiculous,
therefore, to ex: tct us to he able
to exolain one i.f its d sorters
thoroughly, I'nl.l n.oieis kno '. n

with ti.e explanation th;;t hypno
