observations were not reassuring. J

carrying on his investigations
broad that promised much im
provement In the general charac
ter cixurrent and future immigra
tion' He found, a rule, that

States are not required to rndergo
any proper inspection. Most
foreign governments are opposed
to the emiffration of their people
to this country, and if in instances
.they seem to connive at, or even
to encourage it, emigration to
favored will always be found to he
of that class which the native land
in th a case can spare most advan
tageously. All persona likely to
become a public charge, as well as
the vicious, l iwleas, rid danger
ous element of society are per
mitted, perhaps encouraged, to
emigrate without check or regret,

adopted it would add greatly to
the impoitance and utility of our
consular service, and it would
effectually check the further in
flux of pauper, disabled or criminal
immigrants.
